Excerpt from The History of the English Constitution, Vol. 1 of 2 The History of the Constitution of England has hitherto only been written with regard to the Middle Ages, and separate centuries since the Reformation. In venturing to draw a picture of the thousand years' Constitutional History of such a nation, I must necessarily begin with an apology in order to explain the shortcomings and inequalities of my work, and in some measure to justify them in the eyes of the benevolent reader. Excerpt from The Constitution of the United States, Vol. 1 of 2: Its History, Application and Construction The Constitution of the United States is one of the great written instruments of the world. Its adoption marked the most advanced progress along the line of representative government which had occurred in history, and its influence has surpassed that of any similar document. Concerning the formation of the Constitution there was long a prevalent misconception. It was not wholly an orig inal creation of those who framed-it. The Colonial State papers, 'the Resolves of Congress, the Articles of Confedera tion and the State Constitutions contained many excellent provisions which were inserted in the greater instrument, while precedents for other provisions were found in the British Constitution. In the manner of arrangement I have followed the divi sion of the Constitution into articles, sections and clauses instead of considering similar provisions together. No attempt has been made to discuss collateral issues, or to criticise the Constitution because it contains too much or too little. Although new problems relating to constitu tional government are demanding consideration, I feel that one may be excused from discussing them in a work which treats of the Constitution as it is. Excerpt from The Constitutional History of England, Vol. 1 of 2: From the Accession of Henry VII, to the Death of George II Accession of Charles I. To the Restoration, while engaged myself on that period. I have, however, on a revision of the present work, availed myself of the valuable labours of recent authors, especially Dr. Lingard and Mr. Brodie and in several of my notes I have sometimes supported myself by their authority, sometimes taken the liberty to express my dissent; but I have seldom thought it necessary to make more than a few verbal modifications in my text. To the chapters which most nearly follow these earlier articles, some addi tions have been made in the text, and especially in the notes. Two introductory chapters have been added, and the third and the fifth are also new, except for some brief passages in text and notes.
