This book analyses the financial and rural economic reform of China.Since China started the "e;revolution"e; of the rural economy in 1978 a series of reforms has been implemented in the area of rural finance focusing on institutional changes. Looking back on these "e;historical changes"e;, we can find that there is still a long way to go. China's Central Government has put forward a new concept in the rural financial system. In this book, with cases from Fengyang County and Anhui Province, the birthplace of Chinese rural reform, the author tries to study how to set up a modern rural financial system under the framework of incentive compatible mechanism theory, which was advanced by Nobel prize winners L. Hurwicz, Myeson and Maskin.This book summarizes the reform of China's rural economics and the function of financial cooperation within this policy. Few scholars have studied this subject thoroughly. As rural financial cooperation becomes the hot spot of China's economic and finance reform, this book is both useful and unique. This book contains nine chapters. Chapter 1 is an introduction in which the central issue has been put forward and a survey has been made on the literature of rural finance in China and abroad. It has outlined the framework and contents and introduced the research methodology and possible innovations. And it has also proposed the direction and major issues for further research. Chapter 2 illustrates the main theories on which this research is based, including peasant economy theory and the incentive compatibility theory. Chapter 3 analyses rural households' financial needs under the Household Contract Responsibility System and investigates rural households' economic behaviors, saving behaviors and lending behaviors, as well as their demand constraint. By analyzing the cause and goal of the exogenous financial institutional arrangements, and also the performance of its institutional supply, chapter 4 reveals the incentive incompatibility of rural exogenous financial institutions. Chapter 5 looks at the evolution of the rural endogenous financial institution and reveals the causes of its repression in the state's preference of financial institution from a historical perspective. Based on the incentive compatible mechanism, chapter 6 puts forward two models of rural household cooperative financial institution, namely, peasant credit cooperative and federation of rural credit cooperatives. Based on analyzing the credit basis of rural household cooperative financial institution (village culture) and its compatibility with the family contract system, chapter 7 shows the effectiveness of the institutional arrangements of rural household cooperative finance with the game analysis of rural households in relation with the exogenous and endogenous financial institutions and also from a comparative analysis of transaction costs and competitiveness. Chapter 8 tries to apply the model of institutions into practice. Through pilot experiment, it investigates the setting up and operation of peasant credit cooperatives and the Federation of Peasant Credit Cooperative in Fengyang County of Anhui Province, the birthplace of China's rural economic reform. With a comparative analysis of the performance of rural credit unions and village-township banks, it proves the effectiveness of the institutional arrangements of rural household cooperative finance. Chapter 9 is based on theoretical research and case studies, and draws a conclusion, and proposes corresponding policy-orientations.

High household indebtedness could constrain future consumption growth and increase financial stability risks. This paper uses household survey data to analyze both macroeconomic and finanical stability risks from the rapidly rising household debt in China. We find that rising household indebtedness could boost consumption in the short term, while reducing it in the medium-to-long term. By stress testing households’ debt repayment capacity, we find that low-income households are most vulnerable to adverse income shocks which could lead to signficant defaults. Containing these risks would call for a strengthening of systemic risk assessment and macroprudential policies of the household sector. Other policies include improving the credit registry system and establishing a well-functioning personal insolvency framework.

This book aims to provide first-hand information for readers who are concerned about inclusive finance and sustainable development by summarizing China’s policy measures and practical innovations in the development of inclusive finance and expects to provide China’s experience for the development of inclusive finance in more regions. From a worldwide perspective, a large number of people had been excluded from formal financial services for a long time due to various factors. Even in developed economies with sound financial systems, relatively disadvantaged groups are often denied access to effective financial services. In 2005, the United Nations proposed the concept of Inclusive Finance, emphasizing the extension of financial services to less developed regions and low-income groups in society at an affordable cost by improving financial infrastructure and providing them with reasonably priced and convenient financial services. In 2015, the United Nations adopted the 2030 Agenda for Sustainable Development, making inclusive finance an important focus for achieving sustainable development. It has become a global consensus to vigorously develop inclusive finance. China has attached importance to improving financial services for disadvantaged groups such as rural residents, micro-, small and medium enterprises (MSMEs) and others. In 2013, Developing “Inclusive Finance” became China’s national strategy. In 2015, China formulated the Plan for Promoting the Development of Inclusive Finance (2016-2020). In 2016, during its presidency of the Global Partnership for Financial Inclusion (GPFI), China proposed the issue of "Digital Financial Inclusion" and issued the G20 High-level Principles for Digital Financial Inclusion at the G20 Hangzhou Summit in the same year. Through policy guidance and active practice by the financial sector, China has gradually formed a unique development model of inclusive finance and achieved remarkable successes. Physical outlets, service machines and online service channels have been improved, and basic financial services have generally covered both urban and rural areas. The financial services for rural households and MSMEs have improved significantly. The efficiency and convenience of financial services have been significantly improved, and the satisfaction of financial services has significantly increased. China's experience in inclusive finance has been recognized by the international community. In 2017, five cases from China were selected in the G20 report on Digital Financial Inclusion: Emerging Policy Approaches.

This Selected Issues paper examines the drivers and prospects for high levels of savings in China. China has one of the highest levels of national savings in the world, which is at the heart of its external and internal imbalances. High and rising household savings have mainly resulted from demographic changes as a result of the one-child policy and the breakdown of the social safety net during the transition from a planned to a market economy. Demographic changes will put downward pressure on national savings. China’s household saving rate has increased markedly since the mid-1990s and the age-savings profile has become U-shaped. We find that rising income uncertainty and pension reforms help explain both of these phenomena. Using a panel of Chinese households covering the period 1989-2006, we document that strong average income growth has been accompanied by a substantial increase in income uncertainty. Interestingly, the permanent variance of household income remains stable while it is the transitory variance that rises sharply. A calibration of a buffer-stock savings model indicates that rising savings rates among younger households are consistent with rising income uncertainty and higher saving rates among older households are consistent with a decline in the pension replacement ratio for those retiring after 1997. We conclude that rising income uncertainty and pension reforms can account for over half of the increase in the urban household savings rate in China since the mid-1990s as well as the U-shaped age-profile of savings.

This Selected Issues paper focuses on the drivers, implications and outlook for China’s shrinking current account surplus. Although cyclical factors helped in 2018, the trend decline has been largely structural, driven by rebalancing, appreciation of the real effective exchange rate toward equilibrium, increase in outbound tourism, and moderation in goods surplus reflecting market saturation and China’s faster growth compared with trading partners. Policies should focus on continued rebalancing and opening to ensure excessive surpluses do not return; and to prepare the economy and the financial system to handle more volatile capital flows. From a global perspective, the decline in China’s surplus has lowered global imbalances, with different impact across countries, with the trade balances of Korea, Germany, Brazil improving vis-à-vis China, while that of Japan, India, and Indonesia deteriorating. Further declines in the current account surplus will reduce excess global imbalances—a positive development for global stability.
