Excerpt from The Housing Handbook The following pages have been written in the hope that they may to some extent meet the requirements of that increasing body of earnest men and women who want to know what they can do to promote the better housing of the working classes. The experience of the past twelve years, spent in promoting or assisting in the promotion of a number of housing schemes in various parts of the country, has convinced the writer of the need for some such convenient collection of facts and figures dealing with the practical side of the housing question as that which it has been attempted to embody in this book. It has not been an easy matter to get reliable particulars in every case, but in the main the substantial facts and figures have either been abstracted from official returns or supplied by the kindness of the officers of the various bodies concerned. It is impossible that there should be no inaccuracies, but it is believed they will not be found of such a nature or extent as to modify in any material degree the various conclusions arrived at. Corrections from any source whatever will be gratefully welcomed, and an endeavour will also be made from time to time to keep the various returns and statements up-to-date, so far as they have any bearing on the actual practical work of housing. In nearly every case the writer has had the advantage of personally inspecting the various dwellings described, and in many instances, especially in connection with recent work under Part III, has been consulted by the various authorities in the preparation of the schemes. The King and the Housing of the Working Classes. Most of the work described has been done under the Public Health and Housing Acts, which, to a great extent, took their present form as an outcome of the Royal Commission, appointed on March 4th, 1884, to enquire into the Housing of the Working Classes in the United Kingdom. His Majesty King Edward VII (then Prince of Wales) was a sympathetic and keenly interested member of this Commission, the meetings of which he regularly and constantly attended. Since that time his earnestness in the cause of housing reform has been repeatedly manifested, and much as he has laboured to alleviate the sufferings of the victims of broken health and disease by encouraging the provision and support of hospital accommodation everywhere, he has been equally anxious to assist measures for the prevention of such sickness and disease by giving his royal countenance to the efforts of the various municipalities in the direction of providing more and better dwellings for the masses of the people. Excerpt from Handbook to the Housing and Town Planning Act, 1909 The issue of this volume has been delayed in the hope that the Town Planning Regulations and Provisions Of the Local Government Board might be added, but up to the time of going to press they have not made their appearance SO they will form the subject of a small supplement uniform in style and size with the present pages. The A B C of the Housing and Town Planning Act which precedes the text of the Act itself will be found convenient for purposes of reference, and the table of previous Acts of Parliament at the end of the book will be useful for bringing up-to-date the text of Acts contained in the two previous volumes. As for the Act itself, it will be well for housing reformers not to expect too much from it in its present form. Many clauses, which on the face of things appear to give very valuable powers, were robbed Of much of their effectiveness after passing the committee stage of the House Of Commons. In practice they will be sadly lacking in effectiveness. The National Housing Reform Council, backed by special representative Conferences of the Local Authorities, will strive in the future as in the past to give the fullest possible encouragement to the use of these powers. They will, however, also work strenuously for such amendments at an early date as will make it possible, first, to bring home to the public the real nature and extent of existing housing evils, and in the next place to secure for municipalities not only full powers for dealing with these evils, but also such facilities in respect Of cheap land, cheap money, and reduced burdens on dwelling houses as will enable the very poor to be housed in a cheaper and more satisfactory manner. Ever since those days when you showed me in Birmingham the evidences of the work of the committee of which you were the chairman I had looked forward to the publication of Practical Housing, for I knew that if you could set forth the methods which you have there pursued, the feet of many willing and ardent reformers would be set upon an ordered and well defined track. I for one would gladly traverse many dusty miles to achieve the ends to which you aspire; but there is no dust in the pleasant paths of this volume, which I read at a single sitting with absorbed interest and with general and cordial agreement. In the problems of social reform presented by an old and complex civilisation such as ours we are often confronted by the pathetic spectacle of men so inflamed by the contemplation of evil and suffering that in their reforms they choose speed and violence in preference to patient persuasion. The strong hand is of course here and there necessary and must always be known to be in reserve. But good constructive workers in fields strewn with the debris of past mistakes must be cautious; must not enlist on the side of ancient abuses the sentiment of Justice which revolts against the sacrifice of the individual for those general errors for which the community is responsible, and must bear steadily in mind that impatience of financial burthen especially in the form of rates which, as we must all recognise, is a primary and powerful political motive among our people. The student of your book will find illustrations of vour firm grasp of these truths in your preference of the slower and far cheaper methods of Part II. Of the Housing Act of 1890 (recently confirmed by a valuable and weighty report of the Mansion House Council, and in the general attitude you advocate as becoming in a public authority towards property owners; by your suggestion of careful and patient explanation of the precise improvements which owners are compellable to make, their specification and cost; by yourpleas for some reasonable elasticity in respect of bye-laws, and for time for making improvements so necessary in this sphere of business, and by your recognition of the value of conference and co-operation as distinguished from official decrees made without consultation and enforced without consideration.
