"Russia's transition process is considered to be in a critical shape. Economic growth has occurred only following a rise in oil prices and the Ruble devaluation in 1998. But still, Russia has a large potential for economic growth. This is shown by taking into account recent empirical results on factors contributing to economic growth as well as standard theoretical arguments. The bad shape of Russia's financial sector in particular diminishes its growth perspectives considerably. In a longer term perspective, the inability of Russian policymakers to deal with education reform - as regards human capital as a core factor for economic growth - reduces Russia's perspectives to catch up with further developed market economies with respect to per-capita-GDP. Sound reforms concerning the financial sector's and especially the banks' function as financial intermediary should enhance the growth path and have initially a high marginal pay-off as regards efficiency gains."--Pub.

This book presents a theoretical and empirical investigation of sustainable economic growth in Russia. The ill-planned transition in the 1990s from planned economy to market economy resulted in a sharp decline in national production; however, Russian economic growth was evident in the 2000s and 2010s. Osipian here analyses whether Russia has potential to achieve sustainable economic growth, filling a gap between the continuous presence of volatile economic growth in Russia and the lack of scholarly literature in the field. This book considers Russia's economic transition within the set of early, modern, classical, exogenous, and endogenous theories of economic growth. At the same time, this book considers the phenomenon of sustainable economic growth in the context of the post-Soviet transition. Such a contextualization allows for finding and highlighting certain features and processes within economic transition that were earlier neglected by the scholars, including primarily the possibility of not only recovering after economic and financial crises, but also initiating sustainable economic growth. The paper tests for the existence of human capital externalities using a micro-level approach: the Mincerian wage regression augmented with the average level of education in cities. To solve identification problems arising from the endogeneity of average education, the study exploits a natural experiment provided by the process of economic transition: average education at the end of communism can be seen as exogenous in respect of wages prevailing after the start of transition. Our empirical results based on the RLMS data show that a 1 percentage point increase in the share of city residents with a university degree results in an increase of wages of city residents by about 1 percent.

Unlike Brazil, India, or China, prior to the beginning of market-oriented reforms in early 1990s, Russia maintained a high level of human capital and possessed a highly developed system of vocational education, continuous education, and management development institutions sponsored by the government. However, after the beginning of the market reforms many state-sponsored programs were disbanded and individual enterprises and newly emerging private educational institutions found themselves in a position of having to provide training and professional development services for future and current employees. This book explores the social consequences of digitization. The authors determine the problems, substantiate the perspectives, and offer recommendations for determining the role of human in modern digital society. The scientific concept "homo digital" is developed, and the essence of its formation in the process of evolution of "homo economicus" is studied. The transition from the post-industrial to the information society is also considered. The authors show that in the context of the digital economy the problem of economization (commercialization) of non-economic (non-profit) spheres and types of economic activity become more urgent; they are analyzed through the prism of the theory of time in economics. Based on this, the increase of the influence of the consumer society on the modern social environment is shown. The key role of human capital in formation of a new quality of economic growth in the digital economic environment is substantiated, and transformation processes in the structure and practice of application of human capital are analyzed. The idea of social justice is reconsidered through the prism of digital society as a social environment with equal opportunities but different competences and motives. Attention is paid to the modern Russian practice of influence of the digital economy on society on the whole and each human. Scientific and methodological recommendations for indicative evaluation of quality of economic growth in the conditions of digitization of Russia’s economic system are offered, and the specifics of the problem of socio-economic differentiation of the Russian population in the conditions of technological progress are shown. Based on this, it is proved that the digital economy has a contradictory influence on society, increasing the accessibility of goods and services, in particular hi-tech ones, but also causing an urgent need for adapting to the new economic conditions. This adaptation is largely determined by capabilities of people, flexibility of their thinking, and ability for learning and development. Thus, instead of the expected provision of balance of society, its disproportions could grow in practice. Also, specific features of regional migration in modern Russia in the context of digitization are determined. The role of emotional intellect in formation of the critical thinking of a company’s employees is outlined. Due to this, it is shown that so called "human factor", which is traditionally treated as a source of economic risks and costs, acquires a new role in the conditions of the digital economy – a source of value creation and reduction of risks of technological progress, due to justified opposition to unfavorable changes. Informal labor relations based on digital communications, as the highest form of evolution of these relations that is achieved in the conditions of Industry 4.0, is considered. The central role of higher education in the process of social adaptation to the conditions of Industry 4.0 is outlined. The economic and legal issues of the digital economy are considered – in particular, the issue of democracy in the digital society in the conditions of e-government.
