Refuge in a Moving World draws together more than thirty contributions from multiple disciplines and fields of research and practice to discuss different ways of engaging with, and responding to, migration and displacement. Partition and post-colonial migrations – sometimes voluntary, often forced – have created borders in South Asia that serve to oppress rather than protect. Migrants and refugees feel their real home lies beyond the border, and liberation struggles continue the quest for freedoms that have proven to be elusive for many. States scapegoat refugees as "outsiders" for their own ends, justifying the denial of their rights, while academic discourse on refugees represents them either as victims or as terrorists. Taking a stance against such projections, this book examines refugees’ struggles for better living conditions and against marginalization. By analyzing protest and militarization among refugees, the book argues that they are neither victims without agency nor war entrepreneurs. Through interviews, surveys, and statistical analyses, it shows how states have manipulated refugee identity and resistance to promote the ideal of the nation-state, thereby creating protracted refugee crises. This is evident even in the most humanitarian state intervention in modern South Asia – India’s military intervention in East Pakistan (now Bangladesh) in 1971. The findings put forward provide the basis to understand the conditions under which violence can break out, and thereby have implications for host countries, donor countries, and aid organizations in the formulation of refugee‐policy. The book is of interest to scholars in the fields of South Asian studies, comparative politics, international relations, refugee studies, development studies, security studies and peace studies.

The politics and governance of Jordan’s Azraq camp for Syrian refugees Azraq refugee camp, built in 2014 and host to forty thousand refugees, is one of two official humanitarian refugee camps for Syrian refugees in Jordan. Time and Power in Azraq Refugee Camp investigates the relationship between time and power in Azraq, asking how a politics of time shapes, limits, or enables everyday life for the displaced and for aid workers. Based on ethnographic fieldwork, carried out during 2017–2018, the book challenges the perceptions of Azraq as the ‘ideal’ refugee camp. Melissa Gatter argues that the camp operates as a ‘nine-to-five emergency’ where mundane bureaucratic procedures serve to sustain a power system in which refugees are socialized to endure a cynical wait—both for everyday services and for their return—without expectations for a better outcome. Time and Power in Azraq Refugee Camp also explores how refugees navigate this system, both in the day-to-day and over years, by evaluating various layers of waiting as they affect refugee perceptions of time in the camp—not only in the present, but the past, near future, and far future. Far from an ‘ideal’ camp, Azraq and its politics of time constitute a cruel reality in which a power system meant to aid refugees is one that suppresses, foreclosing futures that it is supposed to preserve.

Conventionally, US immigration history has been understood through the lens of restriction and those who have been barred from getting in. In contrast, The Good Immigrants considers immigration from the perspective of Chinese elites—intellectuals, businessmen, and students—who gained entrance because of immigration exemptions. Exploring a century of Chinese migrations, Madeline Hsu looks at how the model minority characteristics of many Asian Americans resulted from US policies that screened for those with the highest credentials in the most employable fields, enhancing American economic competitiveness. The earliest US immigration restrictions targeted Chinese people but exempted students as well as individuals who might extend America's influence in China. Western-educated Chinese such as Madame Chiang Kai-shek became symbols of the US impact on China, even as they patriotically advocated for China's modernization. World War II and the rise of communism transformed Chinese students abroad into refugees, and the Cold War magnified the importance of their talent and training. As a result, Congress legislated piecemeal legal measures to enable Chinese of good standing with professional skills to become citizens. Pressures mounted to reform American discriminatory immigration laws, culminating with the 1965 Immigration Act. Filled with narratives featuring such renowned Chinese immigrants as I. M. Pei, The Good Immigrants examines the shifts in immigration laws and perceptions of cultural traits that enabled Asians to remain in the United States as exemplary, productive Americans.

This book measures EC/EU asylum initiatives against international refugee and human rights standards and makes law reform proposals to ensure compliance with international standards. It identifies four areas of concern: the interpretation of the 1951 Convention definition of a refugee; access to asylum procedures; the establishment of fair and effective procedures; and the asylum seekers' status pending the determination of their asylum claims. The author argues that any departure from international standards by the EU and its Member States risks undermining the right to seek refugee status and protection as a humanitarian concept.
