Discussions of the illicit and the illegal have tended to be somewhat restricted in their disciplinary range, to date, and have been largely confined to the literatures of anthropology, criminology, policing and, to an extent, political science. However, these debates have impinged little on cognate literatures, not least those of urban and regional studies which remain almost entirely undisturbed by such issues. This volume aims to open up debates across a range of cognate disciplines. The Illicit and Illegal in Regional and Urban Governance and Development is a multidisciplinary volume that aims to open up these debates, extending them empirically and questioning the dominant discussions of governance and development that have been rooted largely or entirely in the realm of licit and legal actors. The book investigates these issues with reference to a variety of different geographical contexts, including, but not limited to, places traditionally considered to be associated with illegal activities and extensive illicit markets, such as some regions in the so-called Global South. The chapters consider the ways in which these questions deeply affect the daily lives of several cities and regions in some advanced countries. Their comparative perspectives will demonstrate that the illicit and the illegal are an underappreciated structural aspect of current urban and regional governance and development across the globe. The book is an edited collection of research-informed essays, which will primarily be of interest to those taking advanced undergraduate and taught postgraduate courses in human geography, urban and regional planning and a range of social science disciplines that have an interest in urban and regional issues and issues related to crime and corruption.

Smuggling is typically thought of as furtive and hidden, taking place under the radar and beyond the reach of the state. But in many cases, governments tacitly permit illicit cross-border commerce, or even devise informal arrangements to regulate it. Drawing on extensive fieldwork in the borderlands of Tunisia and Morocco, Max Gallien explains why states have long tolerated illegal trade across their borders and develops new ways to understand the political economy of smuggling. This book examines the rules and agreements that govern smuggling in North Africa, tracing the involvement of states in these practices and their consequences for borderland communities. Gallien demonstrates that, contrary to common assumptions about the effects of informal economies, smuggling can promote both state and social stability. States not only turn a blind eye to smuggling, they rely on it to secure political acquiescence and maintain order, because it provides income for otherwise neglected border communities. More recently, however, the securitization of borders, wars, political change, and the pandemic have put these arrangements under pressure. Gallien explores the renegotiation of the role of smuggling, showing how stability turns into vulnerability and why some groups have been able to thrive while others have been pushed further to the margins. With both rich empirical detail and novel theoretical contributions, Smugglers and States offers important insights into security and stability in North Africa and the prospects for economic inclusion in a context where many livelihoods exist outside of the law.

This book draws together debates from two burgeoning fields, liminality and informality studies, to analyze how dynamics of rule-bending take shape in Rome today. Adopting a multiscalar and transdisciplinary approach, it unpacks how gaps and contradictions in institutional rulemaking and application force many residents into protracted liminal states marked by intense vulnerability. By merging a political economy lens with ethnographic research in informal housing, illegal moneylending, unauthorized street-vending and waste collection, the author shows that informalities are not marginal or anomalous conditions, but an integral element of the city’s governance logics. Multiple actors together construct the local cultural norms, conventions and moral economies through which rule-negotiation occurs. However, these practices are ultimately unable to reconfigure historically rooted power dynamics and hierarchies. In fact, they often aggravate weak urbanites’ difficulties in accessing rights and services. A study that challenges assumptions that informalities are predominantly features of developing economies or limited to specific groups and sectors, this volume’s critical approach and innovative methodology will appeal to scholars of sociology and anthropology interested in social theory, urban studies and liminality.
