Underground facilities are used extensively by many nations to conceal and protect strategic military functions and weapons' stockpiles. Because of their depth and hardened status, however, many of these strategic hard and deeply buried targets could only be put at risk by conventional or nuclear earth penetrating weapons (EPW). Recently, an engineering feasibility study, the robust nuclear earth penetrator program, was started by DOE and DOD to determine if a more effective EPW could be designed using major components of existing nuclear weapons. This activity has created some controversy about, among other things, the level of collateral damage that would ensue if such a weapon were used. To help clarify this issue, the Congress, in P.L. 107-314, directed the Secretary of Defense to request from the NRC a study of the anticipated health and environmental effects of nuclear earth-penetrators and other weapons and the effect of both conventional and nuclear weapons against the storage of biological and chemical weapons. This report provides the results of those analyses. Based on detailed numerical calculations, the report presents a series of findings comparing the effectiveness and expected collateral damage of nuclear EPW and surface nuclear weapons under a variety of conditions.

The May 2007 White Paper "Meeting the energy challenge: a white paper on energy" (Cm. 7124, ISBN 9780101712422) set out the Government's international and domestic strategy to address the two main challenges: tackling climate change by reducing carbon dioxide emissions; and ensuring clean and affordable energy as the country becomes increasingly dependent on imported fuel. An online consultation on nuclear power and the role of the private sector: www.direct.gov.uk/nuclearpower2007 was produced at the same time. This White Paper sets out the Government's decision taken in response to the consultation. The Government believes it is in the public interest that new nuclear power stations should have a role to play in the country's future energy mix alongside other low-carbon sources; that energy companies should have the option of investing in them; and that the Government should take active steps to open up the way to the construction of new nuclear power stations. It will be for the energy companies to fund, develop and build the new stations, including meeting the full costs of decommissioning and their full share of waste management costs. Section 1 summarises the consultation process. Section 2 addresses the key issues that arose from the consultation and how they have been taken into account in shaping policy and reaching conclusions. Section 3 outlines the facilitative actions the Government will take to reduce the regulatory and planning risks associated with investing in new nuclear power stations. The United States and China are the world's top two energy consumers and, as of 2010, the two largest economies. Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.
