Climate-related disasters, among which floods are the most frequent type of events, are responsible for casualties and economic losses worldwide. Apart from direct costs, which are mainly derived from the destruction of physical capital, their effects on economies are less well understood. Using a novel dataset of natural disasters affecting Italy from 2010 onward, we study the impact of floods and landslides on firms' activity in a country prone to hydrogeological risk. Our results show that natural disasters affect both the survival probability and performance of survivor firms, especially smaller firms. The impact on firm performance is heterogeneous across sectors, with a markedly negative effect mainly on services and construction. Significant heterogeneity is also observed from a geographical perspective, with a greater impact on rural areas.

Efforts to improve weather and climate services involve both public and private actors in the meteorological value chain governed by two determinants, to protect society from the impact of extreme meteorological and hydrological events and to increase economic activity in range of weather sensitive sectors. As well as the public tasks of the National Meteorological and Hydrological Services (NMHSs) such as public safety, some governments increasingly expect their agencies to provide a return on capital employed by competing for commercial services with the private sector. While this has largely been an issue in developed economies, governments in many low- and middle-income countries are considering similar approaches without necessarily understanding the impact on their nascent meteorological services markets. This poses many risks, the biggest of which are the disruption and distortion of the market through anticompetitive practices that can stymie its growth and reduce benefits to the economy, and an overemphasis on commercial activities that can detract from the public tasks of the NMHS mandate. Therefore, creating a level playing field on which both public and private actors can operate and compete is critical. This technical note highlights some of the benefits of competition to both the private and public sectors and provides recommendations on what policy and structural reforms are needed to develop the business of weather, water, and climate services.

The Mediterranean basin represents one of the most important “hot spots” of climate change in the world, with recent trends towards a hotter and drier climate being related to changes in atmospheric circulation patterns. Africa is highly vulnerable to the impacts of climate change. In particular shortage of fresh water is expected to be the dominant water problem for West and Northwest Africa of the 21th century. Modeling of the rainfall-runoff process is of both scientific and practical significance. Many of the currently used mathematical models of hydrologic systems were developed a genera tion ago. Much of the effort since then has focused on refining these models rather than on developing new models based on improved scientific understanding. In the past few years, however, a renewed effort has been made to improve both our fundamental understanding of hydrologic processes and to exploit technological advances in computing and remote sensing. It is against this background that the NATO Advanced Study Institute on Recent Advances in the Modeling of Hydrologic Systems was organized. The idea for holding a NATO ASI on this topic grew out of an informal discussion between one of the co-directors and Professor Francisco Nunes-Correia at a previous NATO ASI held at Tucson, Arizona in 1985. The Special Program Panel on Global Transport Mechanisms in the Geo-Sciences of the NATO Scientific Affairs Division agreed to sponsor the ASI and an organizing committee was formed. The committee comprised the co directors, Professor David S. Bowles (U.S.A.) and Professor P. Enda O'Connell (U.K.), and Professor Francisco Nunes-Correia (Portugal), Dr. Donn G. DeCoursey (U.S.A.), and Professor Ezio Todini (Italy).
