This is a summary report of a two-year study of police unions and their effect on policing and law enforcement. The growth of police unionism in the united states during the 1960's has been a phenomenon of major importance in police management. Police unions in twenty-two urban areas were the target of this field study, during which interviews were conducted with police chiefs or their representatives, city labor relations representatives, police union leaders, and black officer organization leaders. The study explains the influences resulting in the recent rise of militancy in police unions and describes the present nature of these organizations. The effect of the lack of a single employer-figure on the form and conduct of collecting bargaining is discussed, as well as the impact of unions on labor-management relations. The study examines the dimensions of police union bargaining power and the use labor leaders make of this power in varying situations. The relationship between unionization and professionalization is analyzed, as is the impact of police labor organizing on the chief's ability to manage and on the formulation of law enforcement policy. The nature of black officer organizations, and the factors which led to their formation, are compared with similar characteristics of police unions, and the divergence of purpose is examined in relation to intra-departmental racial unrest. Appended is a bibliography on police unions and labor organizations.

This report contains the data relating to methods of dealing with police unions and to the effects of these unions upon professionalization of police personnel. In-depth field surveys were conducted in major cities where police unions are active, in cities where they have been unsuccessful and in cities where they are forbidden. Survey findings indicate that in most cities the union fulfills the traditional role of bargaining for economic and non-economic benefits, promoting such traditional grievances as overtime, seniority and discipline. The authors feel that police unions have narrowed management discretion, fostered development of management by policy, and that, in general the primary union impact has been to force police management to focus greater attention on the needs and wants of policemen and to improve personnel practices within the police department.

Positive and negative effects of civil service regulations on urban police systems is the focus of this research project conducted over approximately a 2-year period beginning in November 1976. Data from the study were collected from 42 randomly selected American cities, ranging in size from 50,000 to 750,000 persons. In each study site, current civil service laws and police union contracts were collected, interviews were conducted with the most knowledgeable municipal officials and organization representatives, and police departments provided information on programs and policies in a police departmental questionnaire. Supplemental data were provided by the Police Foundation, the National Planning Association, and the FBI. The absence of an overall civil service system which governs police personnel affairs in America is noted. Civil service commissions differ from city to city in the roles they play in police personnel administration and, as a result, in the impacts they have on local officials, on police departmental programs and practices, and on the general quality of local law enforcement. While some commissions pose significant constraints on the abilities of local officials to promote innovative police programs, others work to promote departmental innovation and more efficient criminal apprehension procedures. The study examines a number of issues, among them the statutory supports for local civil service commissions and the impact of community politics and police unionism on local police personnel administration. Proposals for civil service reforms in the urban police context should be tailored to local circumstances and to meaningful variations in civil service roles. Numerous charts, footnotes, a bibliography, and diagrams illustrate the text. Appendixes include content analysis checklists for police bargaining contracts and personnel systems, a police questionnaire, an interview schedule, and a letter to urban executives.
