Changes brought about in the aftermath of 9/11 have had, and will continue to have, a profound impact on U.S. society. Nowhere is this more apparent, perhaps, than in America's visa policies and their effects on nations and individuals around the world. Many leaders in the Arab world today, as a result of early exposure to the United States, have an affinity for the USA, respect for American institutions, and an appreciation for the way business is done in the United States. However, the next generation of Arab leaders, particularly those who are being denied an opportunity to studying the USA, will lack this appreciation for America. In the immediate aftermath of 9/11, many companies and sectors were adversely affected, particularly those that depend on foreign buyers and investors coming to the United States. In the three years since September 2001, a significant percentage of the most affected companies concluded that this difficult situation will not improve anytime soon and they changed the way they do business: diversifying products and services, opening offices in overseas markets, and affiliating with foreign entities in order to capture business that formerly came to the United States.

This paper examines the impact of post-9/11 changes in visa and security policy on business and leisure travel to the United States. American businesses, tourism industry representatives, and politicians pointed to changes in visa policies as being responsible for a sharp decline in short-term visitors following the September 11 attacks. Several foreign governments likewise complained that visa requirements and other security measures were making it difficult for their citizens to travel to the United States. Using an empirical model which distinguishes the impact of visa policy from economic and country-specific factors, we find that changes in visa policy in the aftermath of 9/11 were not important contributors to the decrease in travel to the United States. Rather, the reduction in entries was largest among travelers who were not required to obtain a visa.

The use of H-1B and other work visas to hire foreign information technology (IT) professionals in the United States has attracted significant controversy and policy debates. On one hand, hiring high-skill foreign IT professionals on work visas can be advantageous for U.S. firms and the overall economy. On the other hand, high-skill immigration can adversely impact the wages of foreign and American IT professionals. This study uses data on skills and compensation of more than 50,000 IT professionals in the U.S. over the period 2000-2005 to study patterns in compensation of foreign and American IT professionals to inform these debates. Contrary to the popular belief that foreign workers are a cheap source of labor for U.S. firms, we find that after controlling for their human capital attributes, foreign IT professionals (those without a U.S. citizenship and those with H-1B or other work visas) earn a salary premium when compared with IT professionals with U.S. citizenship. The salary premiums for non-U.S. citizens and for those on work visas fluctuate in response to supply shocks created by the annual caps on new H-1B visas. Setting lower and fully utilized annual caps results in higher salary premiums for non-U.S. citizens and those with a work visa. We discuss implications of this study for crafting informed visa and immigration related policies by the U.S. government, for staffing practices of firms and for human capital investments by IT professionals.

In January 2004, spurred by the events of September 11, 2001, the U.S. Department of Homeland Security inaugurated a new system for the tracking of foreign visitors at ports of entry to the United States: the United States Visitor and Immigrant Status Indicator Technology (US-VISIT) program. US-VISIT incorporates new technology, processes, and changes to immigration law across multiple federal departments and agencies. The technological aspects of US-VISIT include biometric visas, passports, and scanning equipment; linked databases; and the recording of the arrival and departure of nonimmigrant aliens. The US-VISIT information systems link several databases, including a watch list of known immigration violators and other criminals, a system for storing information on foreign students, and a database of previous visa holders. It is being implemented in four increments, with the first initiated in January 2004, and the final configuration of the system available near the end of the decade. Building on previous RAND research, this paper discusses some of the policy issues raised by the introduction and development of US-VISIT. Such issues include the program's effect on national security, personal privacy, and trade and tourism. Informing this analysis is a comparative case study of visa requirements instituted by France in the late 1980s and early 1990s in direct response to terrorist attacks.

There is no shortage of problems with current policies and practices, from the difficulties and delays that confront many legal immigrants to the large number of illegal immigrants living in the country. Moreover, few issues touch as many areas of U.S. domestic life and foreign policy. Immigration is a matter of homeland security and international competitiveness, as well as a deeply human issue central to the lives of millions of individuals and families. It cuts to the heart of questions of citizenship and American identity and plays a large role in shaping both America's reality and its image in the world. Immigration's emergence as a foreign policy issue coincides with the increasing reach of globalization. Not only must countries today compete to attract and retain talented people from around the world, but the view of the United States as a place of unparalleled openness and opportunity is also crucial to the maintenance of American leadership. There is a consensus that current policy is not serving the United States well on any of these fronts. Yet agreement on reform has proved elusive. The goal of the Independent Task Force on U.S. Immigration Policy was to examine this complex issue and craft a nuanced strategy for reforming immigration policies and practices.
