China emerged as the largest recipient of foreign direct investment (FDI) and the fifth largest trading nation in the world in 2002. China’s entry into the World Trade Organization (WTO) represents a huge stride forward in its reform efforts. These reforms include liberalization and modernization of China’s economy (in industrial, services, and agricultural sectors) and trading activities. China’s growing economy, its international trade, and its large inward FDI have significantly affected the growth of global trade, the distribution of global direct investments, and the pace of expansion of global output. There is no other country in history, as a WTO member, to have achieved such expansion in a comparable time period. China is expected to be influential in future rounds of WTO trade negotiations. As the only major trading nation that is not classified as an advanced industrial economy, China is bringing an unparalleled perspective to the negotiations and exerting its power on matters important to its trade. China, as a new WTO member, is posing momentous opportunities and challenges to the United States and other countries. A study of the Chinese economy after entering the WTO should be of importance to practitioners, scholars, and policymakers because of China’s vast size, its rapid growth in foreign trade and FDI inflows, and the unprecedented speed of its integration into the world economy. This paper furnishes robust evidence that the GATT/WTO has had a powerful and positive impact on trade. The impact has, however, been uneven. GATT/WTO membership for industrial countries has been associated with a large increase in imports estimated at about 40 percent of world trade. The same has not been true for developing country members, although those that joined after the Uruguay Round have benefited from increased imports. Similarly, there have been asymmetric effects among sectors, with WTO membership associated with substantially greater imports in sectors where barriers are low. These results are consistent with the history and design of the institution, which presided over significant trade liberalization by the industrial countries except in sectors such as food and clothing; largely exempted developing countries from the obligations to liberalize under the principle of special and differential treatment; but attempted to redress the latter by imposing greater obligations on developing country members that joined after the Uruguay Round.

Abstract: China's World Trade Organization (WTO) accession will have major implications for China and present both opportunities and challenges for East Asia. Ianchovichina and Walmsley assess the possible channels through which China's accession to the WTO could affect East Asia and quantify these effects using a dynamic computable general equilibrium model. China will be the biggest beneficiary of accession, followed by the industrial and newly industrializing economies (NIEs) in East Asia. But their benefits are small relative to the size of their economies and to the vigorous growth projected to occur in the region over the next 10 years. By contrast, developing countries in East Asia are expected to incur small declines in real GDP and welfare as a result of China's accession, mainly because with the elimination of quotas on Chinese textile and apparel exports to industrial countries China will become a formidable competitor in areas in which these countries have comparative advantage. With WTO accession China will increase its demand for petrochemicals, electronics, machinery, and equipment from Japan and the NIEs, and farm, timber, energy products, and other manufactures from the developing countries in East Asia. New foreign investment is likely to flow into these expanding sectors. The overall impact on foreign investment is likely to be positive in the NIEs, but negative for the less developed East Asian countries as a result of the contraction of these economies' textile and apparel sector. As China becomes a more efficient supplier of services or a more efficient producer of high-end manufactures, its comparative advantage will shift into higher-end products. This is good news for the poor developing economies in East Asia, but it implies that the impact of China's WTO accession on the NIEs may change to include heightened competition in global markets. Developing countries are a large percentage of the World Trade Organization (WTO) membership, in which Ethiopia is on process of acquiring membership. Trade liberalization may be unilateral, bilateral, sub-regional or multilateral. The end of the cold war has witnessed an increasingly growing wave of unilateral trade liberalization accompanied by a regulatory framework that facilitates and enhances the momentum. Although the impact of unilateral trade liberalization undertaken in many countries including Ethiopia deserves discussion, the theme of this article has necessitated focus on multilateral trade liberalization under the WTO system. As LDC, Ethiopia is likely to be given some flexibility in assuming liberalization commitments. However, it will be asked to agree to some threshold of liberalization, and it is important for Ethiopia to be prepared to undertake commitments and develop a negotiation strategy that protects its interests. In addition, to respond effectively to the requests of WTO members, it is indispensable for the government of Ethiopia to have thorough information and analyze the potential consequences of liberalization. This term paper has three main parts in which the first part will discuss about trade liberalization with its justification and protectionism and its effects on economic development. The second part of the paper will focus on the opportunities and challenges of WTO membership to developing countries. In this part the consequences of the WTO membership of the developing countries will be analyzed in terms of its benefits and harms. The third part of the paper deals with the necessary precautions the developing countries are required to take before joining the WTO. In this part, the role of the WTO in helping the developing countries not to be affected negatively by becoming a member; necessary development level countries are required to attain before joining the WTO; and necessary measures to be undertaken during negotiation process not to take a commitment which will be against the national interest of the country. The fourth part deals on the Ethiopia WTO accession and assess the experience of WTO accessed least developing countries. Finally, the conclusion and recommendation with lessen to Ethiopia addressed.

The significance of WTO membership for China cannot be underestimated, inevitably speeding up much-needed economic reform in the country. The gradual transition from a planned- to a market-economy is expected to continue in the future. The severity of the impacts for the economy will depend on how successful China is in providing policies that will assist the nation in the major adjustment problems that it faces in the future. The expected, actual, and needed implications for China s state-owned enterprises (SOEs) resulting from WTO membership will be investigated in detail; in the process, the significance of SOEs to the Chinese economy will be highlighted. SOEs are mostly ill- prepared for a post-WTO China, and the dismal state of these companies has already led to the decline of market share in the past decade. For the future, the retreat of the state is likely to continue. The main implications for SOEs from China s WTO membership are seen in the areas of competitiveness, corporate governance, privatisation, mergers and acquisitions, property rights, unemployment, and attracting and retaining qualified personnel. This dissertation offers one of the first detailed insights into the challenges facing China s SOEs today and the implications of China s WTO membership for these companies, while also highlighting the areas that require future attention. The literature measuring the impact of Preferential Trade Agreements (PTA) and WTO membership on trade flows has produced remarkably diverse results. Rose's (2004) seminal paper reports a range of specifications that show no WTO effects, but Subramanian and Wei (2007) contend that he does not fully control for multilateral resistance (which could bias WTO estimates). Subramanian and Wei (2007) address multilateral resistance comprehensively to report strong WTO trade effects for industrialized countries but do not account for unobserved bilateral heterogeneity (which could inflate WTO estimates). We unify these two approaches by accounting for both multilateral resistance and unobserved bilateral heterogeneity, while also allowing for individual trade effects of PTAs. WTO effects vanish and remain insignificant throughout once multilateral resistance, unobserved bilateral heterogeneity, and individual PTA effects are introduced. The result is robust to the use of alternative definitions and coding conventions for WTO membership that have been employed by Rose (2004), Tomz et al. (2007), or by Subramanian and Wei's (2007).
