The Politics of Higher Education: The Imperial University in Northern Song China uses the history of the Imperial University of the Northern Song to show the limits of the Song emperors’ powers. At the time, the university played an increasingly dominant role in selecting government officials. This role somehow curtailed the authority of the Song emperors, who did not possess absolute power and, more often than not, found their actions to be constrained by the institution. The nomination mechanism left room for political maneuvering and stakeholders—from emperors to scholar-officials—tried to influence the process. Hence, power struggles among successive emperors trying to assert their imperial authority ensued. Demands for greater autonomy by officials were, for example, unceasing. Chu Ming-kin shows that the road to autocracy was anything but linear. In fact, during the Northern Song dynasty, competition and compromises over diverse agendas constantly altered the political landscape. “The scholarship of this book is exceptionally sound. At colleges and universities throughout the United States, political protest and intellectual dissent are increasingly being met with repressive tactics by administrators, politicians, and the police—from the use of SWAT teams to disperse student protestors and the profiling of Muslim and Arab American students to the denial of tenure and dismissal of politically engaged faculty. The Imperial University brings together scholars, including some who have been targeted for their open criticism of American foreign policy and settler colonialism, to explore the policing of knowledge by explicitly linking the academy to the broader politics of militarism, racism, nationalism, and neoliberalism that define the contemporary imperial state. The contributors to this book argue that “academic freedom” is not a sufficient response to the crisis of intellectual repression. Instead, they contend that battles fought over academic containment must be understood in light of the academy’s relationship to U.S. expansionism and global capital. Byron K. Marshall offers here a dramatic study of the changing nature and limits of academic freedom in prewar Japan, from the Meiji Restoration to the eve of World War II. Meiji leaders founded Tokyo Imperial University in the late nineteenth century to provide their new government with necessary technical and theoretical knowledge. An academic elite, armed with Western learning, gradually emerged and wielded significant influence throughout the state. When some faculty members criticized the conduct of the Russo-Japanese War the government threatened dismissals. The faculty and administration banded together, forcing the government to back down. By 1939, however, this solidarity had eroded. The conventional explanation for this erosion has been the lack of a tradition of autonomy among prewar Japanese universities. Marshall argues instead that these later purges resulted from the university's 40-year fixation on institutional autonomy at the expense of academic freedom. Marshall's finely nuanced analysis is complemented by extensive use of quantitative, biographical, and archival sources.
