Expert witness activity supports the legal system significantly. The court cases today are complex in nature and they require the resolution of scientific or technical questions. Ex- pert opinions can be invaluable tools for clarifying issues of fact and building a case. They help jurors understand complex and nuanced information, they provide a sense of objectivity and credibility, and they integrate with the legal team to enhance the strength of the entire case. The experts reflect their own knowledge and qualification which is formed based on their education or special training on a particular subject that may be beyond the understanding of the average person. This book has been organized two parts with the basic aim being to share experiences in expert witnessing and to establish an inter-Balkan academic cooperation in forensic sciences scientific techniques and the adaptation of the best practices in the discipline in crime combating are being discussed. Within that scope, scientists from different expertise areas of forensic sciences have been contributed to the topic which we entitled “Best Practices in Expert Witnessing: Balkan Countries Experience”. The participants consist of very well-known scientists from Balkans mainly Bosnia-Herzegovina, Bulgaria, Greece, Kosovo, and Turkey which basically practice expert witnessing in their own fields. Forensic Scientists or Legal Medicine experts form the natural “expert witnessing” team for case identifications. Therefore, the first part of this book entitled “Expert Witnessing as a Profession (medico-legal approach)” covers cases and/opinions or Legal Medicine specialists. To understand the extremely wide variety of the subjects that this topic is related to, you can just take a look at the contents where you can see chapters related to practicing expert witnessing in various countries (Bosnia-Herzegovina, Kosovo, and Turkey) as well as specific approaches to expert witnessing like ethics and standardization issues. Although expert witnesses are viewed as positive contributors there are numerous cases where they can be uncapable or in certain cases liars or “hired guns”. A Bulgarian approach to this issue can be seen by the “malpractice” touch. Finally, as expert witnessing is a widely inter and multi-disciplinary field, we included anesthesiology and radiology to- gether with genetics in the second part of the book entitled “Ex- pert Witnessing within a Specialty (multidisciplinary-forensic approach)” We all hope that this book will open a debate on expert witnessing for future practice and policy and will be a step forward to establish an inter-Balkan academic cooperation in forensic sciences for scientific techniques in crime combating.

Though persistently overshadowed by the Great War in historical memory, the two Balkan conflicts of 1912–1913 were among the most consequential of the early twentieth century. By pitting the states of Greece, Bulgaria, Serbia, and Montenegro against a diminished Ottoman Empire—and subsequently against one another—they anticipated many of the horrors of twentieth-century warfare even as they produced the tense regional politics that helped spark World War I. Bringing together an international group of scholars, this volume applies the social and cultural insights of the “new military history” to revisit this critical episode with a central focus on the experiences of both combatants and civilians during wartime.

The emergence of the Balkan national states in the nineteenth and twentieth centuries has long been viewed through an Orientalist lens, and their birth and evolution traditionally seen by scholars as the effect of the Ottoman Empire's decline. As a result, the role played by the great European revolutions, wars and intellectual developments is often neglected. Rejecting these traditional Orientalist narratives, this work examines Balkan nationalist movements within their broader European historical contexts. Drawing on a range of unused archival research and ranging from the Napoleonic era to the Bolshevik Revolution, contributors variously consider the complex roles played by Europe's internal geo-political ruptures in forming the Balkan states, and demonstrate how the Balkan intelligentsia drew inspiration from, and interacted with, contemporary European thought. Shedding light onto the strong intellectual, political and military interconnections between the regions, this is essential reading for all those studying Balkan and European history, as well as anyone interested in the question of national identity. Following the fall of the Soviet Union in 1989, the borders hitherto separating Greek culture and society from its contiguous Balkan polities came down, and Greeks had to reorient themselves toward their immediate neighbors and redefine their place within Europe and the new, more fluid global order. Projecting the political foresight and mustering the modernization policies to succeed in such an undertaking turned out to be no small feat, especially as the regional conflicts that had lain dormant during the Cold War were revived. Synthesizing the cultural, political, and historical into a sophisticated, interdisciplinary analysis, this innovative study untangles the prolonged 'historical moment' in which Greece and Europe were effectively held hostage to events in the Balkans - just at the time when both hoped to serve as the region's welcoming hosts.

Scholars and practitioners alike agree that somehow the past needs to be addressed in order to enable individuals and collectives to rebuild trust and relationships. However, they also continue to struggle with critical questions. When is the right moment to address the legacies of the past after violent conflict? How can societies address the past without deepening the pain that arises from memories related to the violence and crimes committed in war? How can cultures of remembrance be established that would include and acknowledges the victims of all sides involved in violent conflict? How can various actors deal constructively with different interpretations of facts and history? Two decades after the wars, societies in Bosnia, Serbia and Croatia – albeit to different degrees – are still facing the legacies of the wars of the 1990s on a daily basis. Reconciliation between and within these societies remains a formidable challenge, given that all three countries are still facing unresolved disputes either at a cross-border level or amongst parallel societies that persist at a local community level. This book engages scholars and practitioners from the regions of former Yugoslavia, as well as international experts, to reflect on the achievements and obstacles that characterise efforts to deal with the past. Drawing variously on empirical studies, theoretical discussions, and practical experience, their contributions offer invaluable insights into the complex relationship between transitional justice and conflict transformation.

Called a fig leaf for inaction by many at its inception, the International Criminal Tribunal for the Former Yugoslavia has surprised its critics by growing from an unfunded U.N. Security Council resolution to an institution with more than 1,000 employees and a $100 million annual budget. With Slobodan Milosevic now on trial and more than forty fellow indictees currently detained, the success of the Hague tribunal has forced many to reconsider the prospects of international justice. John Hagan's Justice in the Balkans is a powerful firsthand look at the inner workings of the tribunal as it has moved from an experimental organization initially viewed as irrelevant to the first truly effective international court since Nuremberg. Creating an institution that transcends national borders is a challenge fraught with political and organizational difficulties, yet, as Hagan describes here, the Hague tribunal has increasingly met these difficulties head-on and overcome them. The chief reason for its success, he argues, is the people who have shaped it, particularly its charismatic chief prosecutor, Louise Arbour. With drama and immediacy, Justice in the Balkans re-creates how Arbour worked with others to turn the tribunal's fortunes around, reversing its initial failure to arrest and convict significant figures and advancing the tribunal's agenda to the point at which Arbour and her colleagues, including her successor, Carla Del Ponte (nicknamed the Bulldog), were able to indict Milosevic himself. Leading readers through the investigations and criminal proceedings of the tribunal, Hagan offers the most original account of the foundation and maturity of the institution. Justice in the Balkans brilliantly shows how an international social movement for human rights in the Balkans was transformed into a pathbreaking legal institution and a new transnational legal field. The Hague tribunal becomes, in Hagan's work, a stellar example of how individuals working with collective purpose can make a profound difference. "The Hague tribunal reaches into only one house of horrors among many; but, within the wisely precise remit given to it, it has beamed the light of justice into the darkness of man's inhumanity, to woman as well as to man."—The Times (London)
