This book brings together two bodies of research on urban Africa that have tended to be separate, studies of urban land use and housing and studies of work and livelihoods. Africa's future will be increasingly urban, and the inherited legal, institutional and financial arrangements for managing urban development are inadequate. Access to employment, shelter and services is precarious for most urban residents. The result is the phenomenal growth of the informal city. Extra-legal housing and unregistered economic activities proliferate and basic urban services are increasingly provided informally. Recent decades of neo-liberal political and economic reforms have increased social inequality across urban space. After an introductory chapter by the editors, the contributions are grouped into the following sections: - LOCALITY, PLACE, AND SPACE - ECONOMY, WORK, AND LIVELIHOODS - LAND, HOUSING, AND PLANNING The case studies are drawn from a diverse set of cities on the African continent. A central theme is how practices that from an official standpoint are illegal or extra-legal do not only work but are considered legitimate by the actors concerned. Another is how the informal city is not exclusively the domain of the poor, but also provides shelter and livelihoods for better-off segments of the urban population.

The Urban Informal Sector is a collection of papers presented at a multi-disciplinary conference on ""The urban informal sector in the Third World,"" organized by the Developing Areas Study Group of the Institute of British Geographers in London on March 19, 1977. Contributors offer critical perspectives on the urban informal sector, with emphasis on employment and housing policies. Topics covered range from general reviews and national case studies to detailed studies of particular occupations in individual cities. This book is comprised of 12 chapters and begins by reviewing the relevance of dualist models of economic activities and enterprises, as applied to Third World countries, concentrating on the origins, diffusion, and deficiencies of the formal/informal dualist classification. Subsequent chapters explore the informal sector debate in studies of Third World poverty and employment; the nature of informal-formal sector relationships; the structure of the labor markets in the ""organized"" and ""unorganized"" sectors of urban economies in South India; and the problem of urban poverty, its relation to employment, and rising spatial inequalities in Brazil. The authors provide an economic framework to analyze investment in informal housing in developing countries. They consider a simple model of investment in the housing market where investors can choose between two sectors-the formal sector, where physical investment faces no risk of destruction, and the informal sector, where investment in each period is subjected to an exogenous risk of destruction. Construction costs differ between the two sectors. All households are renters. Renters shop for dwelling attributes and do not care about the sector (formal or informal) itself. The model implies that returns on investment, measured by the rent-to-value ration, will be higher in the informal sector. The authors use a survey conducted by the World Bank in Pune, India in 2002. The sample comprises 2,850 households. This survey had the peculiarity of asking the households, regardless of tenure status, questions about the market rent and value of their dwelling. Thus they can calculate individual rates of return for each unit without facing the typical selection bias problems. Comparing the distributions of returns in the informal and formal sectors, the authors obtain the following results: 1) Rates of return are significantly higher in the informal sector, as predicted by the model. 2) These figures imply a perceived risk on housing investment in the informal sector equivalent to an annual destruction rate ranging between 1 and 2 percent. 3) The two distributions of rates of return present highly idiosyncratic components and are not well explained by variables proxying either the strength of informal property rights or lower perceived risks of eviction.
