Information is a major development resource, joining the ranks with human, natural and financial resources. Therefore, development agencies must understand the role of information and information technologies (informatics) in the developing countries to respond to a rapidly evolving global environment. The ongoing information explosion in the industrialized economies contrasts sharply with the information poverty of developing countries. This poverty takes many forms, including poor information support for macroeconomic and sectoral policy formulation and implementation, limited access to information for rural populations, and isolation of researchers and professionals from international research findings and so on. Informatics applications offers new ways to make the most of the managerial and institutional resources of developing countries, with the most widespread benefits likely to come from applying it to priority sectors. Governments are recognizing their roles as information providers and users, facilitators of information technology diffusion, and providers of information and communication infrastructures, as well as their role in setting policies for informatics. During the 1990s the impact of information technology will be felt increasingly. Developing countries at all levels of development must stay abreast of the information revolution : they cannot afford to ignore this "second industrial revolution."

The often-advocated view that the information technology revolution will change the world must stem from the basic premiss that investment in IT has a visible impact on productivity and economic growth. But how can we measure this impact and how large is it? By surveying previous studies and by presenting new micro- and macroeconomic evidence, this collection shows that in recent years the use of IT in the production of goods and services has had a strong influence on productivity and economic growth in industrial and in newly industrialized countries. Yet developing countries seem neither to have invested in IT nor benefited from such investments to the same extent as industrial countries. There is concern that information is becoming a commodity, like income and wealth, by which countries are classified as rich and poor. The contributors to this volume argue that investment in infrastructure, physical capital, and education is the key to economic development. This is an old policy prescription in the economics of development. What is new is the suggestion that the IT content of these investments should be high. The use of IT is so widely spread throughout the world economy that no single country can avoid investing in this technology if it wants to improve the standard of living of its citizens. Besides providing citizens with access to IT and to IT education and training, governments should promote participation in the information society, thus generating a sufficiently strong demand base for information products. By developing advanced applications of IT, and by becoming a model for the private sector, governments can alter worker, firm, and consumer attitudes, and lower their costs of adopting IT. The use of IT, not necessarily its production, is what matters for economic development.

Thanks to inexpensive computers and data communications, the speed and volume of human communication are exponentially greater than they were even a quarter-century ago. Not since the advent of the telephone and telegraph in the nineteenth century has information technology changed daily life so radically. We are in the midst of what Gerald Brock calls a second information revolution. Brock traces the complex history of this revolution, from its roots in World War II through the bursting bubble of the Internet economy. As he explains, the revolution sprang from an interdependent series of technological advances, entrepreneurial innovations, and changes to public policy.
