The aim of this paper is to empirically explore the relationship between the quality of political institutions and the performance of regulation, an issue that has recently occupied much of the policy debate on the effectiveness of infrastructure industry reforms. Taking the view that political accountability is a key factor that links political structures and regulatory processes, the authors investigate, for the case of telecommunications, its impact on the performance of regulation in two time-series-cross-sectional data sets on 29 developing countries and 23 industrial countries covering the period 1985-99. In addition to confirming some well documented results on the positive role of regulatory governance in infrastructure industries, the authors provide empirical evidence on the impact of the quality of political institutions and their modes of functioning on regulatory performance. The analysis of the data sets shows that the (positive) effect of political accountability on the performance of regulation is stronger in developing countries. An important policy implication of this finding is that future reforms in these countries should give due attention to the development of politically accountable systems.

This book explores the accountability mechanisms of the Community Driven Development (CDD) projects in provision of water-services to decentralised rural-Indonesia and examines how these mechanisms prevent or mitigate corruption risks. The analysis is based on three water supply community development programs in Indonesia. This book examines the selected projects accountability-mechanisms by analysing three key areas (factors): legitimacy, transparency and monitoring or oversight control. This book asserts that if the projects regulatory framework provides mechanisms of legitimacy, transparency and monitoring control at the community grass-roots level, this in turn can increase the responsiveness and accountability of the infrastructure providers and therefore prevent (more effectively) the risk of corruption. The core result attained from the research outlined in this book is that when projects include specific mechanisms of legitimacy, transparency and monitoring control, they improve accountability and tackle the corruption risk better. This book encourages bottom-up accountability, moving away from the developmental authoritarianism, and building projects of local adaptation, ownership and deep-rooted democratization.

The proper functioning of the EU financial market is protected by public actors - both national and supranational - responsible for rulemaking and supervision of investment firms and other private actors. Within the study of language and social interaction, the concept of 'accountability'-including related concepts, such as 'account' or 'motive,' 'accounting,' and 'being accountable'-has been of longstanding interest in terms of how interactants in both ordinary and organizational contexts manage their image or reputation, as well as how they achieve mutual understanding. However, these concepts are polysemous, with different senses being rather dramatic, such as accountability as 'moral responsibility' and accountability as 'intelligibility.' Even today this fact is not always remembered or fully recognized or appreciated by scholars, which has arguably slowed the development of these concepts. This volume brings together a collection of novel, conversation-analytic studies addressing accountability, with the goal of re-exposing its multiple senses, reiterating their interrelationships and, in doing so, breaking new conceptual ground and exposing new pathways for future research.
