European armed forces have undergone deep changes in the past two decades. Given the breadth of the debate and the size of transformations that took place, it is somewhat surprising that relatively few academic studies have directly dealt with changes in force structure of European militaries, and the Italian armed forces in particular. The focus of this book is the organizational dimension of the restructuring of armed forces through 3 different lenses: doctrine and strategic framework, budget and resource allocation, and force structure and deployment. The key issues addressed relate to how these factors interact in shaping transformation. Of particular interest is the theme of learning, which is how armed forces endogenize change in the short and long run. This study provides valuable insights into the extent to which armed forces manage to adapt to the emerging strategic and operational challenges they have to face and to illustrate the weight of institutional legacies, resource constraints and inter-organizational learning in shaping transformation. This book deals with two significant issues: the peculiar and paradoxical question of why regular armies, better suited to fighting conventional high-intensity wars, adopt inappropriate measures when fighting guerilla wars; and the evolution of the Indian army’s counterinsurgency doctrine over the last decade. In addition, the book also includes the first detailed analysis of the trajectory of the army’s counterinsurgency doctrine, arguing that while it was consolidated only over the last decade, the essential elements of the doctrine may in fact be traced back to the army’s first confrontation with the Naga guerillas in the 1950s. It outlines the three essential elements that make up the Indian army’s counterinsurgency doctrine: that there are no military solutions to an insurgency; that military force can only help to reduce levels of violence to enable political solutions; and that there should be limited use of military force. Rajagopalan argues that international circumstances — particularly the need to counter conventional military threats from Pakistan and China — led to a counterinsurgency doctrine that had a strong conventional war bias. This bias also conditioned the organisational culture of the Indian army.

In The Military Lens, Christopher P. Twomey shows how differing military doctrines have led to misperceptions between the United States and China over foreign policy—and the potential dangers these might pose in future relations. Because of their different strategic situations, histories, and military cultures, nations may have radically disparate definitions of effective military doctrine, strategy, and capabilities. Twomey argues that when such doctrines—or "theories of victory"—differ across states, misperceptions about a rival's capabilities and intentions and false optimism about one's own are more likely to occur. In turn, these can impede international diplomacy and statecraft by making it more difficult to communicate and agree on assessments of the balance of power. When states engage in strategic coercion—either to deter or to compel action—such problems can lead to escalation and war. Twomey assesses a wide array of sources in both the United States and China on military doctrine, strategic culture, misperception, and deterrence theory to build case studies of attempts at strategic coercion during Sino-American conflicts in Korea and the Taiwan Strait in the early years of the Cold War, as well as an examination of similar issues in the Arab-Israeli conflict. After demonstrating how these factors have contributed to past conflicts, Twomey amply documents the persistence of hazardous miscommunication in contemporary Sino-American relations. His unique analytic perspective on military capability suggests that policymakers need to carefully consider the military doctrine of the nations they are trying to influence.

The US Marine Corps has traditionally been one of the most innovative branches of the US military, but even it has struggled to learn and retain lessons from past counterinsurgency wars. Jeannie L. Johnson looks at the clash between strategic culture and organizational learning through the US Marine Corps's long experience with counterinsurgency. She first undertakes a fascinating examination of what makes the Marines distinct: their identity, norms, values, and perceptual lens. To do this, Johnson uses an innovative framework for analyzing strategic culture. Next, she traces the history of the Marines' counterinsurgency experience from the expeditionary missions of the early twentieth century, through the Vietnam War, and finally to the Iraq War. She shows that even a service as self-aware and dedicated to innovation as the US Marine Corps is significantly constrained in the lessons-learned process by its own internal predispositions. Even when internal preferences can be changed, ingrained biases endemic to the broader US military culture and American public culture create barriers to learning.
