Despite attracting headlines and hype, insurgents rarely win. Even when they claim territory and threaten governmental writ, they typically face a military backlash too powerful to withstand. States struggle with addressing the political roots of such movements, and their military efforts mostly just "mow the grass," yet, for the insurgent, the grass is nonetheless mowed-and the armed project must start over. This is the insurgent's dilemma: the difficulty of asserting oneself, of violently challenging authority, and of establishing sustainable power. In the face of this dilemma, some insurgents are learning new ways to ply their trade. With subversion, spin and disinformation claiming centre stage, insurgency is being reinvented, to exploit the vulnerabilities of our times and gain new strategic salience for tomorrow. As the most promising approaches are refined and repurposed, what we think of as counterinsurgency will also need to change. The Insurgent's Dilemma explores three particularly adaptive strategies and their implications for response. These emerging strategies target the state where it is weak and sap its power, sometimes without it noticing. There are options for response, but fresh thinking is urgently needed-about society, legitimacy and political violence itself.

Most people say that a hearts and minds campaign is the best strategy for defeating an insurgency. But there may be no one best solution applicable to countering all insurgencies. The opportunities and constraints, which affect both the insurgent and state, dictate the best strategy. I will test this hypothesis against the most difficult form of insurgency. Two Maoist insurgencies will be analyzed to determine the effect of the state's strategy on the insurgent. Conclusions will then be drawn about the relevance of pursuing a universal counter-insurgency strategy. While countering the Shining Path insurgency in Peru, the state employed three different strategies. In the end, the state recognized that the insurgency was elitist based and launched a successful counter-leadership targeting campaign to defeat the insurgency. While countering the Malayan Communist Party insurgency in Malaya, the state employed two different strategies. In the end, the state recognized that the insurgency could be limited to the ethnic Chinese community and adopted a successful campaign to separate the insurgents from the population.

The purpose of this monograph is to investigate the relationship and linkages between insurgencies and the illicit narcotics trade in general; to examine the specific root causes and influences on the drug trade and insurgencies in Colombia and Afghanistan; to examine the historic background, strategic theory, and viability of the Plan Colombia model for application in Afghanistan; and to propose an alternate strategy for Afghanistan based on the significant differences in culture and governance between the two countries. Plan Colombia commenced in 1999 when the stability of the Colombian government reached a crisis level from the dual threats of an insurgency and the illegal drug trade. While the Marxist-inspired insurgency has been in existence and a significant problem for nearly the past fifty years, it originally focused on building its support base through ideological means. The nexus between illicit narcotics and the insurgency increased over the past forty years due to a symbiotic relationship that provides sustained funding for the insurgency and sustained sanctuary and resources for the illicit narcotics industry. The primary assumption behind Plan Colombia was that a disruption in the revenue base from illicit narcotics would reduce the ability of the insurgents to conduct operations and for a opportunity for successful engagement and negotiated settlement. Plan Colombia focuses on four specific lines of effort, which are the fight against illicit narcotics and organized crime, economic and social revitalization within Colombia, strengthening democratic institutions, and the disarmament, demobilization, and re-integration of the insurgent and guerilla organizations into Colombian society. Years after the U.S. invasion of Iraq, a loosely organized insurgency continues to target American and Coalition soldiers, as well as Iraqi security forces and civilians, with devastating results. In this sobering account of the ongoing violence, Ahmed Hashim, a specialist on Middle Eastern strategic issues and on irregular warfare, reveals the insurgents behind the widespread revolt, their motives, and their tactics. The insurgency, he shows, is not a united movement directed by a leadership with a single ideological vision. Instead, it involves former regime loyalists, Iraqis resentful of foreign occupation, foreign and domestic Islamist extremists, and elements of organized crime. These groups have cooperated with one another in the past and coordinated their attacks; but the alliance between nationalist Iraqi insurgents on the one hand and religious extremists has frayed considerably. The U.S.-led offensive to retake Fallujah in November 2004 and the success of the elections for the Iraqi National Assembly in January 2005 have led more "mainstream" insurgent groups to begin thinking of reinforcing the political arm of their opposition movement and to seek political guarantees for the Sunni Arab community in the new Iraq. Hashim begins by placing the Iraqi revolt in its historical context. He next profiles the various insurgent groups, detailing their origins, aims, and operational and tactical modi operandi.
