One of the most pressing issues in contemporary European societies is the need to promote integration and social inclusion in the context of rapidly increasing migration. A particular challenge confronting national governments is how to accommodate speakers of an ever-increasing number of languages within what in most cases are still perceived as monolingual indigenous populations. This has given rise to public debates in many countries on controversial policies imposing a requirement of competence in a 'national' language and culture as a condition for acquiring citizenship. However, these debates are frequently conducted almost entirely at a national level within each state, with little if any attention paid to the broader European context. At the same time, further EU enlargement and the ongoing rise in the rate of migration into and across Europe suggest that the salience of these issues is likely to continue to grow. This volume offers a critical analysis of these debates and emerging discourses on integration and challenges the assumptions underlying the new 'language testing regimes'.

An Introduction To Multilingualism written by Florian Coulmas and has been published by Oxford University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2018 with Language Arts & Disciplines categories.

This book offers an introduction to the many facets of multilingualism in a changing world. It begins with an overview of the multiplicity of human languages and their geographic distribution, before moving on to the key question of what multilingualism actually is and what is understood by terms such as 'mother tongue', 'native speaker', and 'speech community'. In the chapters that follow, Florian Coulmas systematically explores multilingualism with respect to the individual, institutions, cities, nations, and cyberspace. In each of these domains, the dynamics of language choice are undergoing changes as a result of economic, political, and cultural forces. Against this background, two chapters discuss the effects of linguistic diversity on the integration and separation of language and society, before a final chapter describes and assesses research methods for investigating multilingualism. Each chapter concludes with problems and questions for discussion, which place the topic in a real-world context. The book explores where, when, and why multilingualism came to be regarded as a problem, and why it presents a serious challenge for linguistic theory today. It provides the basic tools to analyse different kinds of multilingualism at both the individual and society level, and will be of interest to students of linguistics, sociology, education, and communication studies.

This book considers the issue of language in the European Union. Without a community of communication, the EU must remain a trading association run in an autocratic way by bilingual patrician technocrats; with a community of communication, the European Union could develop democratic structures and legitimacy and give meaning to its policies of free movement. How to achieve that community of communication is the biggest challenge facing Europe today.

Language Testing Migration And Citizenship written by Guus Extra and has been published by A&C Black this book supported file pdf, txt, epub, kindle and other format this book has been release on 2011-10-27 with Language Arts & Disciplines categories.

What is required to achieve civic integration and citizenship in nation states across the world? Should language testing be a part of it? This book addresses the urgent need to develop a fuller conceptual and theoretical basis for language testing than is currently available, to enable widespread discussion of this theme and the concomitant linguistic and cultural requirements. The policy proposals for civic integration have so far been conducted almost entirely at a national level, and with little regard for the experiences of a countries with long traditions of migration, such as the USA, Canada, the UK or Australia. At the same time, EU enlargment and the ongoing rise in the rate of migration into and across Europe suggest that these issues will continue to grow in importance. This book raises the level of discussion to take account of international developments and to promote a more coherent and soundly based debate. It will appeal to researchers and academics working in sociolinguistics and language education, as well as those working on language policy.
