Excerpt from The International at Lucerne, 1919: The Resolutions, the Provisional Constitution The International Socialist Conference meeting at Lucerne urges the Socialists in all lands to study, with a view to definite action, the political and economic problems and conditions created by the War. There exists to-day in the whole world a great struggle on the part of capitalism to retain a dominating authority in the sphere of politics and industry. The extent of this conflict is visible in all the great events of the moment - the Paris Conference, the intervention in Russia, the financial policies of the governments, high costs of living, &c. The International welcomes the splendid efforts being made by the working classes to transform capitalism into socialism and to prevent the old order of exploitation being again firmly founded upon Society; in particular does it welcome with enthusiasm the new Socialist governments and claims for them internal political liberty and self-determination at the hands of the Associated Governments, and pledges to them the support of the International Working Class Movement. The International recognises that, in a world passing through the revolutionary conditions which must always follow upon war, new problems arise and old ones gain greater importance, and that therefore the International must make its position precise on some of these problems. In particular it must consider the forms of democracy and representative institutions, the place of revolutions in the transformation of Society, the relations between industrial and political organisation and mass action, and it must prepare plans for socialisation in view of the struggle upon which the world has now definitely entered between proletariat and capitalist power. The Conference therefore instructs the Acting Committee to prepare forthwith and circulate to the affiliated organisations, not later than one month before the Congress meets at Geneva, reports on these subjects. In every country the working-class knows that the best guarantee of peace is its own accession to power. It knows that a real and durable international peace cannot be established and maintained so long as the national policy of the countries is dominated by reactionary elements. Thus never has a situation been so characteristically revolutionary, never has there been a better opportunity to inaugurate a socialist regime which, suppressing capitalist exploitation, would ensure normal production and an equitable distribution of natural wealth and the products of industry. The peoples should therefore utilise this occasion in order to bring about in the world as a whole such a measure of socialism and democracy as would make a return of all war impossible. About Tsereteli relatively little has been written in historical literature. A study of his political career fits well into the current, gradually widening interest in the men who were the losers in the Russian revolution. A biography of Tsereteli is certainly not out of place alongside S. H. Baron's biography of Plekhanov, I. Getzler's work on Martov and the biography of Aksel'rod by A. Ascher. While Plekhanov, Martov and Aksel'rod laid down the theoretical principles of Menshe vism, Tsereteli was certainly their superior in the field of practical politics. The quantity and quality of the available source material is un equally divided over the different periods of Tsereteli's life. There is very little more about his youth than the brief notes which he himself made much later in his life, and the recollections which Boris Niko laevskii and Tsereteli's sister Eliko noted down from things he said. There is quite a lot of material about the student movement in Moscow between I900 and I902, in which he took an active part, so that it is possible to get a good general picture. Since the students often acted anonymously, however, it is not easy to determine Tsereteli's role.

The Jews of Pinsk is the most detailed and comprehensive history of a single Jewish community in any language. From the 1905 Russian revolution through World War One and the long prologue to the Holocaust, the sweep of world history and the fate of this dynamic center of Jewish life were intertwined. Pinsk's role in the bloody aftermath of World War One is still the subject of scholarly debates: the murder of 35 Jewish men from Pinsk, many from its educated elite, provoked the American and British leaders to send emissaries to Pinsk. Shohet argues that the executions were a deliberate ploy by the Polish military and government to intimidate the Jewish population of the new Poland. Despite an increasingly hostile Polish state, Pinsk's Jews managed to maintain their community through the 1920s and 30s—until World War Two brought a grim Soviet interregnum succeeded by the entry of the Nazis on July 4th, 1941.
