This book analyses the rationale and history of space programs in countries of the developing world. Space was at one time the sole domain of the wealthiest developed countries. However, the last couple of decades of the twentieth century and the first decade of the twenty-first century have witnessed the number of countries with state-supported space programs blossom. Today, no less than twenty-five developing states, including the rapidly emerging economic powers of Brazil (seventh-largest), China (second-largest), and India (fourth-largest), possess active national space programs with already proven independent launch capability or concrete plans to achieve it soon. This work places these programs within the context of international relations theory and foreign policy analysis. The author categorizes each space program into tiers of development based not only on the level of technology utilised, but on how each fits within the country's overall national security and/or development policies. The text also places these programs into an historical context, which enables the author to demonstrate the logical thread of continuity in the political rationale for space capabilities generally. Preface This paper uses open source documents to determine the current state of play in space operations within the international community and to propose a viable strategy United States policymakers can use to protect U.S. vital interests. It does not attempt to prescribe specific actions, but rather to suggest in light of other alternatives, one that provides the greatest long term benefit. The purpose of this paper is to propose a means by which policymakers can best protect U.S. national interests in light of the increased international development of space. It does this by addressing two issues: why following a multilateral, diplomatic and legal approach to confronting international space development is the most beneficial strategy to protecting American national interests; why policymakers will use multilateral engagement to resolve continuous space development issues despite inclinations to act otherwise.

Ever since the completion of the Apollo program, there has been a lack of consensus about the future of human spaceflight. The Columbia tragedy in February 2003 rekindled public debate about this question. In November 2003, the Space Studies Board and the Aeronautics and Space Engineering Board organized a workshop to explore aspects of the question, what should be the principal purpose, goals, and priorities of the U.S. civil space program? This report presents a factual summary of that workshop, which identified past lessons learned and guiding principles for the future of the civil space program. Seven broad themes emerged from the workshop, and these themes are highlighted in the report. The report also presents discussions of strategies for the human spaceflight program and guiding principles of and boundary conditions for a 21st century space policy.
