Michel Camdessus, Director General of the IMF, calls this U.S. Third World Policy Perspectives volume "a remarkably useful contribution to the continuing debate on (the IMF's) policies and activities". Side-stepped by the developed countries, entangled in unsuccessful programs in many Latin American and African nations, whipsawed by heavy but inconsistent pressure from commercial banks and creditor countries to adjust its policies. The authors identify five issues critical to this readjustment: global macroeconomic management, Third World debt, the resuscitation of development in the poorest countries, the integration of socialist nations into the global economy, and relations with its sister institution, the World Bank. They also recommend that the IMF bolster its own bureaucratic, intellectual, and financial capacities. In an economically interdependent but politically centrifugal world, a strong central institution is needed to help countries arrive at collective responses to complex global economic problems. But only if its member states are willing to delegate more authority to the IMF can it help pull together a multipolar world.

The global expansion is losing speed in the face of a major financial crisis. The slowdown has been greatest in the advanced economies, particularly in the United States, where the housing market correction continues to exacerbate financial stress. The emerging and developing economies have so far been less affected by fi nancial market developments and have continued to grow at a rapid pace, led by China and India, although activity is beginning to slow in some countries. At the same time, headline infl ation has increased around the world, boosted by the continuing buoyancy of food and energy prices. Policymakers around the world are facing a diverse and fast-moving set of challenges, and although each country's circumstances differ, in an increasingly multipolar world it will be essential to meet these challenges broadly, taking full account of cross-border interactions. The World Economic Outlook (WEO) presents the IMF staff's analysis and projections of economic developments at the global level, in major country groups (classified by region, stage of development, et cetera), and in many individual countries. Globalization and Competition explains why some middle-income countries, principally those in Asia, grow fast while others are not successful. The author criticizes both old-style developmentalism and the economics of the Washington Consensus. He argues instead for a "new developmentalism" or third approach that builds on a national development strategy. This approach differs from the neoliberal strategy that rich nations propose to emerging economies principally on macroeconomic grounds. Developing countries face a key obstacle to growth, namely, the tendency to overvaluate foreign exchange. Instead of neutralizing it, the policy that rich countries promote mistakenly seeks growth through foreign savings, which causes additional appreciation of the national currency and often results in financial crises rather than genuine investment.
