In this book the author investigates the relationship between the international monetary system and the less developed countries of the world. In the period since 1945 growing concern has been shown over the international monetary problems which LDCs face, and since 1971 LDCs have been significant participants in the reform of the international monetary system. After tracing the evolution of the relationship between LDCs and the International Monetary Fund, the book goes on to examine, with full reference to the available empirical evidence, the major causes and consequences of LDCs' international monetary problems. Topics covered include: export instability; the terms of trade; the demand for reserves and reserve adequacy; and adjustment difficulties. A thorough examination is then made of the ways in which financial assistance has been provided to LDCs through the IMF and the Eurocurrency market. Finally, certain key policy issues are discussed: the commodity problem; the link between the creation of international liquidity and the provision of development aid; and exchange rate policy. Each chapter is followed by an extensive bibliography which is designed to help the reader to pursue further any topic of particular interest. The presentation, which is non-mathematical, is in the form of a textbook. The issues are surveyed, the main arguments discussed, and the available empirical evidence presented. It is revealed, however, that on many issues it is at present difficult to draw firm conclusions. The book will be of interest to students of international, monetary, and development economics.

Originally published in 1967, this book examines the major problems of trade and aid policy posed for the developed countries by the UN Conference on Trade and Development in 1964. Johnson surveys the political and economic setting of the Conference; international aspects of economic development; trade policy to promote development; possible new international arrangements for trade in primary products; and the possibilities offered by international monetary reform for benefitting less developed countries. The divergence between the well-being of developed and less-developed countries remains one the key problems of our time and this book is therefore as relevant now as when it was first published.

Monograph on the implications for developing countries of a new international monetary system based on flexible exchange rates - finds that flexible exchange rates are not likely to injure the interests of developing countries, that the linkage of development aid to special drawing rights might generate modest aid eventually, and that such a link would have to be focused on the poorest countries to be equitable. Peter Coffey and Robert J. Riley, in Reform of the International Institutions, offer positive proposals for change in the sweeping horizon of economic institutions including the WTO. Their book also includes documents that help with research on the topic. Richard Fulton, Choice At no period since the creation of the International Monetary Fund (IMF), World Bank and World Trade Organisation (WTO) has it been a more opportune time to examine the work, reform and future of the international monetary and trading systems. In this comprehensive examination, the authors provide original, independent assessments of these institutions from both an American and European perspective and offer proposals for reform and improvement. The seemingly endless problems encountered by the IMF, WTO and World Bank provide major reasons for seeking reform. However, an additional impetus is the changing balance of economic power in the world. The volume begins with an overview of the Bretton Woods and international trading systems. Following this are discrete, in-depth discussions of the three institutions from American and European points of view. The authors emphasise the need for making the IMF and World Bank more regional in structure and, like the European Bank, more frugal in the lifestyles of their officials. Similarly, they call for a narrower focus in the mission of the World Bank and the IMF. In the case of the WTO, they call for a democratic reform of the organisation comprising participation by experts and, above all, better representation and support for Third World countries. Scholars and students of political economy, as well as those interested in the history and reform of international institutions, will find this an enlightening and necessary addition to their library.

Money and Monetary Policy in Less Developed Countries: A Survey of Issues and Evidence focuses on monetary policy, the financial intermediation process, and the role of money in economic development in less developed countries (LDCs). Topics covered include financial development and economic growth in underdeveloped countries; instruments and techniques used in the implementation of monetary policy: and econometric policy models. This book is comprised of 46 chapters and begins with a discussion on the main lines of thought in the field of money and monetary policy in LDCs, with emphasis on the significant empirical results. The reader is then introduced to the role of money in the development process; production and monetization in the subsistence sector; some aspects of financial policies and central banking in developing countries; and the efficacy of monetary rules for LDCs. The subsequent chapters explore monetary policy instruments such as interest rates, credit controls, and exchange rates; credit policy and the balance of payments in developing countries; and price and output behavior in the Indian economy from 1951 to 1973. A semiannual macroeconometric model of the Philippines for the period 1967-1976 is also described. This monograph will be a valuable resource for economists, economic policymakers, and central bankers as well as students.
