This book investigates the ethical challenges the internet presents to contemporary parliamentary democracy in Europe and how these challenges are being addressed. It fills an important gap: current literature until now has largely focused on the study of internet usage by politicians and institutions. With the ever widening scope of participation in internet-based communication, there are widely differing views on its potential social, economic and political impact, and whether parliamentary democracy will be strengthened or weakened in the information age. Key questions include: To what extent is the internet being used in parliamentary political communication (the ethics of behaviour)? Should there be any institutional control and monitoring of parliamentarians’ use of the internet (the ethics of code of conduct)? What impact does the internet have upon the principle of trust and transparency in the context of parliamentary democracy (the ethics of accountability)? The book compares four European parliaments: the British, European, Portuguese and Swedish Parliaments, using both quantitative methods (questionnaires and survey of websites) and qualitative methods (workshops and face-to-face interviews with parliamentarians and parliamentary staff). This book was previously published as a special issue of the Journal of Legislative Studies.

In recent years, we have witnessed the mushrooming of pro- democracy and protest movements not only in the Arab world, but also within Europe and the Americas. Such movements have ranged from popular upheavals, like in Tunisia and Egypt, to the organization of large-scale demonstrations against unpopular policies, as in Spain, Greece and Poland. What connects these different events are not only their democratic aspirations, but also their innovative forms of communication and organization through online means, which are sometimes considered to be outside of the State’s control. At the same time, however, it has become more and more apparent that countries are attempting to increase their understanding of, and control over, their citizens’ actions in the digital sphere. This involves striving to develop surveillance instruments, control mechanisms and processes engineered to dominate the digital public sphere, which necessitates the assistance and support of private actors such as Internet intermediaries. Examples include the growing use of Internet surveillance technology with which online data traffic is analysed, and the extensive monitoring of social networks. Despite increased media attention, academic debate on the ambivalence of these technologies, mechanisms and techniques remains relatively limited, as is discussion of the involvement of corporate actors. The purpose of this edited volume is to reflect on how Internet-related technologies, mechanisms and techniques may be used as a means to enable expression, but also to restrict speech, manipulate public debate and govern global populaces. This book was published as a special issue of the Journal of Information Technology and Politics.

Wir sind so abhängig von der Nutzung elektronischer Geräte, dass man sich fragen könnte, ob wir auf dem Weg zum Cybermenschen sind. Wir haben die technischen Mittel, um in unserem Körper alle Informationen zur digitalen Identifizierung zu tragen, beispielsweise Mikrochips unter der Haut, injizierte Kennungen und verschluckte Passwörter: dies ist nicht Science-Fiction sondern Realität, wenn auch noch nicht Praxis. Der entscheidende Punkt ist die kulturelle Akzeptanz dieses neuen Lebensstils, der sich möglicherweise durchsetzen wird. Zukunftsforschung oder nicht, Tatsache ist, dass das Internet bereits einen wesentlichen Teil unseres Lebens ausmacht, sodass das deutsche Bundesverfassungsgericht mit Weitblick und Mut bereits im Januar 2013 Internetzugang als "Grundrecht" definierte: eine Aussage, die ein neues Konzept zur genaueren Definition dieses Mediums einführt.
