Everyone agrees the world is changing. The question is in which direction? This paper offers an original contribution to the debate on the future shape of the international system. Based on a diagnosis of current developments, it argues that many factors point to the emergence of an "interpolar" world. Interpolarity can be defined as multipolarity in the age of interdependence. The redistribution of power at the global level, leading to a multipolar international system, and deepening interdependence are the two basic dimensions of the transition away from the post-Cold War world. All too often, however, they are treated as separate issues. The real challenge lies in finding a new synthesis between the shifting balance of power and the governance of interdependence.

The end of the unipolar moment completes the passing of a Western era that was prolonged for half a century when the United States took over for a defeated and exhausted group of European states after World War II. Distinguished scholar Simon Serfaty vigorously argues that while it is possible, and even desirable, to acknowledge the passing of the Western era, it is exaggerated to present it as an irreversible decline of the West relative to an irresistible rise of the Rest. Rather, he shows that the unfolding post-Western moment will be messy. In addition to the United States and the states of Europe as a Union, the new cast of significant powers will involve a dozen or more countries: emerging powers like China and India, postimperial powers such as Japan and Russia, new influentials like Brazil and Turkey, pivot states like Egypt and Pakistan, nuisance states like Iran, failed or failing states like North Korea and Sudan, and others. Echoes of a Sarajevo moment played out this time in the greater Middle East, the new global Balkans for the twenty-first century. But Serfaty convincingly contends that even during a zero-polar moment of geopolitical transition, American power remains superior, and thus indispensable though no longer decisive; Western power stands on top and thus is inescapable though no longer exclusive; and even as the Rest gains broadly in stature and reach it is unlikely to achieve preponderance any time soon. This powerful and provocative book should be read by all who share a deep concern for the future of America—and a recast world.

Many policymakers, journalists, and scholars insist that U.S. hegemony is essential for warding off global chaos. Good-Bye Hegemony! argues that hegemony is a fiction propagated to support a large defense establishment, justify American claims to world leadership, and buttress the self-esteem of voters. It is also contrary to American interests and the global order. Simon Reich and Richard Ned Lebow argue that hegemony should instead find expression in agenda setting, economic custodianship, and the sponsorship of global initiatives. Today, these functions are diffused through the system, with European countries, China, and lesser powers making important contributions. In contrast, the United States has often been a source of political and economic instability. Rejecting the focus on power common to American realists and liberals, the authors offer a novel analysis of influence. In the process, they differentiate influence from power and power from material resources. Their analysis shows why the United States, the greatest power the world has ever seen, is increasingly incapable of translating its power into influence. Reich and Lebow use their analysis to formulate a more realistic place for America in world affairs.
