Excerpt from The Intervention of Bulgaria: And the Central Macedonian Question The important situation which has developed in South-Eastern Europe renders it desirable that the British public should be more fully informed with regard to the difficulties surrounding the intervention of the neutral Balkan States in the war. There is, perhaps, too pronounced a tendency to consider that certain concessions to possible combatants should be made simply that our own particular interests may thereby be served, and to lend too little consideration to the injustice which would be inflicted upon the small nations with whose territory we would lightly bargain. My close connection with Balkan politics is sufficient guarantee that I fully appreciate the assistance which Bulgaria is in a position to render, and if I oppose the compensation proposals which have been put forward in some quarters, it is because I question whether they would have the desired effect while our speedy triumph remains doubtful in the minds of King Ferdinand and his Ministers. I am, further, of opinion that to again despoil Serbia would not only evidence a poor appreciation of her past exploits, but would be a short-sighted policy in view of the services she is yet destined to render. This thesis examines Bulgarian political and economic issues regarding NATO's military intervention in Yugoslavia in 1999. It studies: Bulgarian policy regarding Kosovo crisis; the domestic political attitudes and discussions over NATO's military intervention and over government's foreign policy on this issue; the impact of the war in Yugoslavia and post-war order on Bulgarian economy and Bulgarian domestic and foreign politics. The thesis attempts to evaluate some cost-effective assessments about short and long term consequences for Bulgaria. In spite of the initial highly negative and catastrophic expectations of the Bulgarian public, the country gained significant political dividends. Bulgarian prospects for EU and NATO membership now seem to be much more realistic than ever in the past. At the same time, NATO intervention and the postwar settlements have not solved the ethnic, political, military and economic problem on the Balkans, but complicated them and posed serious new risks for Bulgaria and for the Balkans in general. The war also brought certain negative ecologic effects. The intervention in Yugoslavia and its support by the Bulgarian government complicated Bulgarian- Russian relations, which most probably will have long-term negative effect on Bulgarian economy.

Violence or the potential for violence is a fact of human existence. Many societies, including our own, reward martial success or skill at arms. The ways in which members of a particular society use force reveal a great deal about the nature of authority within the group and about its members' priorities. Martha Finnemore uses one type of force, military intervention, as a window onto the shifting character of international society. She examines the changes, over the past 400 years, in why countries intervene militarily as well as in the ways they have intervened. It is not the fact of intervention that has altered, she says, but rather the reasons for and meaning behind intervention—the conventional understanding of the purposes for which states can and should use force. Finnemore looks at three types of intervention: collecting debts, addressing humanitarian crises, and acting against states perceived as threats to international peace. In all three, she finds that what is now considered "obvious" was vigorously contested or even rejected by people in earlier periods for well-articulated and logical reasons. A broad historical perspective allows her to explicate long-term trends: the steady erosion of force's normative value in international politics, the growing influence of equality norms in many aspects of global political life, and the increasing importance of law in intervention practices.

In 1900, some 100,000 people living in Bulgaria—2 percent of the country’s population—could be described as Greek, whether by nationality, language, or religion. The complex identities of the population—proud heirs of ancient Hellenic colonists, loyal citizens of their Bulgarian homeland, members of a wider Greek diasporic community, devout followers of the Orthodox Patriarchate in Istanbul, and reluctant supporters of the Greek government in Athens—became entangled in the growing national tensions between Bulgaria and Greece during the first half of the twentieth century. In Between Two Motherlands, Theodora Dragostinova explores the shifting allegiances of this Greek minority in Bulgaria. Diverse social groups contested the meaning of the nation, shaping and reshaping what it meant to be Greek and Bulgarian during the slow and painful transition from empire to nation-states in the Balkans. In these decades, the region was racked by a series of upheavals (the Balkan Wars, World War I, interwar population exchanges, World War II, and Communist revolutions). The Bulgarian Greeks were caught between the competing agendas of two states increasingly bent on establishing national homogeneity. Based on extensive research in the archives of Bulgaria and Greece, as well as fieldwork in the two countries, Dragostinova shows that the Greek population did not blindly follow Greek nationalist leaders but was torn between identification with the land of their birth and loyalty to the Greek cause. Many emigrated to Greece in response to nationalist pressures; others sought to maintain their Greek identity and traditions within Bulgaria; some even switched sides when it suited their personal interests. National loyalties remained fluid despite state efforts to fix ethnic and political borders by such means as population movements, minority treaties, and stringent citizenship rules. The lessons of a case such as this continue to reverberate wherever and whenever states try to adjust national borders in regions long inhabited by mixed populations.

This book provides an interpretive narrative of the wars fought by Bulgaria against the Byzantine Empire for dominant control of the Balkan Peninsula during the early medieval era. Over a span of two centuries, from the early ninth through the early eleventh, and under the leadership of the Bulgarian rulers Krum, Simeon I, and Samuil, those conflicts evolved from simple confrontations for territorial possession into a life-or-death struggle for imperial precedence within the Orthodox world then emerging in Eastern Europe—a struggle that the Bulgarians ultimately lost. The primary focus is on Bulgaria, rather than Byzantium, and an effort is made to provide a historically reliable chronology of the assorted campaigns. The various belligerents’ military organizations, defensive technologies, armaments, and tactics are surveyed in an introduction to the main narrative. A prelude chapter sets the stage for the hegemonic conflict, which was divided into three distinct phases by interludes of relative peace between the contending parties, during which Bulgaria’s domestic, foreign, and cultural developments shaped the nature and conduct of the fighting in each successive phase.
