A national initiative introduced in 2008 by the Crown Prosecution Service and the Association of Chief Police Officers to cut the amount of paperwork in prosecution files when dealing with straightforward cases can reduce the time burden on police forces, without diminishing the effectiveness of the magistrates' courts. But this report finds wide differences between individual police forces in how far they are complying with the guidance and lack of awareness among police officers about what to include in prosecution files. Alongside an estimated £10 million a year which the initiative could save police forces, it has the potential to reduce the size of prosecution files without increasing adjournments in court or reducing the number of guilty pleas. The Streamlined Process has not yet achieved its potential value for money, but has not had a negative impact on the progression of cases through the magistrates' courts. The project management of the national roll-out of the initiative was flawed. Almost 80 per cent of police files examined contained a disproportionate amount of paperwork and more than half of the files reviewed did not summarize key evidence to a high enough standard. The process was rolled out nationally before its pilots were completed and evaluated. Among the recommendations in the report is that, when government departments design initiatives, they must bear in mind the powers of the national and local bodies that will be driving the initiatives forward and the relationships between those bodies.

The new tax credits (the child tax credit and the working tax credit) were introduced in April 2003. Government statistics indicate that 6 million families and 10 million children benefit from the receipt of these credits. In 2003-04 period about one-third of all tax credits awards, 1.9 million, were overpaid, at a cost of nearly £2 billion. This report by the Treasury Committee examines the reasons for the high level of overpayments. The Committee acknowledges recent research which suggests that the tax credits regime is designed to deliver the correct amount of state assistance over the year as a whole, rather than over a shorter period, and that payments should perhaps be aligned more with the financial needs of families who budget over shorter periods. The Committee states that HM Revenue and Customs (HMRC) need to develop a detailed understanding of the factors that have led to overpayment, such as how much official errors and IT system errors have caused or contributed to overpayments. The report also considers the incidence of fraud, error on the part of claimants and organised crime. The Committee also feels that the administration of the tax credits regime has been based around individual functions or tasks, rather than centred around the needs of the claimants and that the HMRC needs to institute a claimant-centred approach to the administration of tax credits

The Joint Committee on Human Rights concludes that the current statutory framework does not provide effective protection for human rights. The rights most often relevant to extradition are: prohibition of torture; fair trial; liberty and security; private and family life; and prohibition of discrimination. The Committee calls on the Government to spell out detailed safeguards in the statutory framework. Parliament should be asked to commence the "most appropriate forum" safeguard in the Police and Criminal Justice Act 2006 and that a requirement for the requesting country to show a prima facie case or similarly robust evidential threshold should be introduced in extradition cases. The most appropriate forum safeguard would require the judge to consider whether it is in the interests of justice for the individual to be tried in the requesting country - and to refuse the extradition request if it is not. The committee also calls for negotiated changes to the European Arrest Warrant, a review of the provision of legal representation. The committee also concludes that the power of the Secretary of State to refuse extradition to non-EU countries should not be extended. The powers of the judge in an extradition case should instead ensure adequate protection of rights.

Winner of the 2022 Inner Temple New Authors Book Prize. This book seeks to further our understanding of the nature of administrative law doctrine and adjudication. It has three main aims. The first is to improve understanding of administrative law's 'anatomy' by pulling the subject apart and exploring the nature of the legal structures at play in adjudication. In doing so, the book emphasises three main ways in which administrative law's anatomy is both complex and diverse, namely: - administrative law doctrine interacts with a broad array of legislative frameworks; - administrative law adjudication seeks to accommodate a variety of legal values; and, - administrative law is concerned with legal relationships of different kinds. The second aim is to illustrate the importance of recognising the complexity and variety of administrative law's anatomy in three particular doctrinal contexts: procedural review, legitimate expectations and standing. The third and final aim is to raise an important but under-explored question: is it plausible and useful to attempt to make sense of administrative law doctrine by reference to a singular organising concept or principle? The overarching message of the book is one of cynicism. The complexity and variety of administrative law's legal structures probably means that attempts to explain the field 'monistically', while they may capture important themes, will be unhelpfully reductionist. Ambitious and thought-provoking, this is an important new statement on administrative law.

Dougherty provides numerous examples and easy-to-apply tools and techniques to assess what libraries are doing, how they are doing it, and how much time is required to do it. These tools include block diagrams, check sheets, flow process charts, work-flow diagrams, flow charts, through-put analysis, self-administered diary studies, and work sampling. Specific examples from all areas of library operations are presented. Streamling Library Services provides detailed information on how to diagnose problem areas with such tools as Pareto and fishbone charts; use brainstorming; organize a work-flow study; and build and present cost studies. Special emphasis is placed on activities that should occur after the analysis is concluded, including data analysis, reporting study results, and making recommendations to management. Guidelines are provided for managers and staff as they strive to streamline activities. Topics include implementation issues and strategies that must be addressed as new workflows and services are introduced and organizational change issues and strategies for building staff support toward change.
