This book investigates cases in which national and international activities have gone massively wrong, entailing seriously negative consequences, and in which the sophisticated analytical models of social science have ceased to be helpful. Illustrations range from the global financial crisis to the failure to achieve speedy systemic change in the former Soviet Union and the failure to achieve development in the Third World. The analysis uses as a backdrop long-term Russian history and short-term Russian encounters with unrestrained capitalism to develop a framework that is based in the so-called new institutionalism. Understanding the causes of systemic failure is shown to require an approach that spans across the increasingly specialized subdisciplines of modern social science. Demonstrating that increasing theoretical sophistication has been bought at the price of a loss of perspective and the need for sensitivity to the role of cultural and historical specificity, the book pleads the case for a new departure in seeking to model the motives for human action.

An impassioned and sharply nuanced critique of mainstream economics from one of India's leading economist One of the central tenets of economics is that, given certain conditions, self-interested behavior by individuals leads them to the social good, almost as if orchestrated by an invisible hand. How can we ensure high-quality public services such as health care and education? Governments spend huge amounts of public money on public services such as health, education, and social care, and yet the services that are actually delivered are often low quality, inefficiently run, unresponsive to their users, and inequitable in their distribution. In this book, Julian Le Grand argues that the best solution is to offer choice to users and to encourage competition among providers. Le Grand has just completed a period as policy advisor working within the British government at the highest levels, and from this he has gained evidence to support his earlier theoretical work and has experienced the political reality of putting public policy theory into practice. He examines four ways of delivering public services: trust; targets and performance management; "voice"; and choice and competition. He argues that, although all of these have their merits, in most situations policies that rely on extending choice and competition among providers have the most potential for delivering high-quality, efficient, responsive, and equitable services. But it is important that the relevant policies be appropriately designed, and this book provides a detailed discussion of the principal features that these policies should have in the context of health care and education. It concludes with a discussion of the politics of choice.

One of the most astonishing features of social, economic, and political life is that large-scale patterns, structures, and behavioral regularities sometimes develop without anyone intentionally planning their occurrence, or without anyone deliberately working to bring them about. They evolve as a specific kind of unintended consequence of human action. They are the result of invisible hands. Building on Adam Smith's classic concept of "the invisible hand," this study presents a general approach, based on the theory of games and evolutionary theory, to explain such large-scale unintended consequences within markets, communities, and the state. This analysis by Nils Karlson is further used to explain the growth of the modern "welfare" state. It shows how an unconstrained democratic state through two distinct invisible-hand processes, the logic of conceit and the logic of opportunism, may develop into a "equilibrium" state, "The State of State." His work moves classic political economy into the world of political sociology. A normative contractual model is presented and the relative desirability of the state, markets, and communities is discussed. A major conclusion is that it is a choice between imperfect alternatives, involving decisions about more or less, rather than absolute judgments of an either/or variety. It is nevertheless suggested that society ought to be radically depoliticized and that constitutional constraints should be introduced in the universe of policy-making.
