So-called Islamic State began to appear in what it calls Khorasan (Afghanistan, Pakistan, Central Asia, Iran and India) in 2014. Reports of its presence were at first dismissed as propaganda, but during 2015 it became clear that IS had a serious presence in Afghanistan and Pakistan at least. This book, by one of the leading experts on Islamist insurgency in the region, explores the nature of IS in Khorasan, its aim and strategies, and its evolution in an environment already populated by many jihadist organisations. Based on first-hand research and numerous interviews with members of IS in Khorasan, as well as with other participants and observers, the book addresses highly contentious issues such as funding, IS's relationship with the region's authorities, and its interactions with other insurgent groups. Giustozzi argues that the central leadership of IS invested significant financial resources in establishing its own branch in Khorasan, and as such it is more than a local movement which adopted the IS brand for its own aims. Though the central leadership has been struggling in implementing its project, it is now turning towards a more realistic approach. He also focuses on the First World War, the collapse of the Ottoman system in the Greater Levant, and the interwar years of the League of Nations' mandates. Barrett contends that the Sykes-Picot Agreement of 1916 still serves as the basis for current policies. The secret agreement between France and the United Kingdom was designed as a deal to divide the Arab territories of the former Ottoman Empire into spheres of influence. The arbitrarily drawn boundaries accommodated the Western powers and disregarded political, economic, social, cultural, religious, and sectarian realities on the ground. These artificial borders and colonially-created states have been kept in check by authoritarianism. The post-World War II years saw the rise of Arab Nationalism and the Ba'th Party as well as the rise of dictators Saddam Hussein in Iraq and Hafez al-Assad in Syria. Barrett's walk through history ends with Iraq and Syria's current predicament. Both are beset by collapsing central governments and loss of state control of their borders. The division of Iraq and Syria into ethnic regions is taking place on the ground even though both are still treated as states. Add the ISIS threat to the mix and you get a "simmering brew of local and regional ethnic, sectarian, and social rivalries with various parts falling under the sway of autocratic rulers who, through patronage and fear, will establish an equilibrium that brings some order to the chaos." This monograph has value to the military and policy world. It is not only a good explanation of the history of the Greater Levant, but its greatest value is its succinctness in analyzing and presenting the current chaotic regional situation. It should be of interest to Special Operations Forces, strategists, planners, and leaders interested in the future of U.S. policy in the region, especially in dealing with ISIS. Since 1945, the United States' involvement in the political stability of the historical Levant and Mesopotamia-Syria, Lebanon, Jordan, Israel, Palestine, and Iraq-has steadily increased. Because of the complexity, nomenclature describing the region can be confusing; as a result, this paper uses the term "Greater Levant" to describe Iraq, Syria, and Lebanon, in their contemporary condition.

Armed non-state actors (ANSAs) often have economic aims that international law needs to respond to. This book looks at the aim of Islamic State to create an effective government, with an economically independent regime, which focused on key oilfields in Syria and Iraq. Having addressed Islamic State's quest for energy resources in Iraq and Syria, the book explores the lawfulness of the war with Islamic State from a variety of legal aspects. It has been attempted to make inroads into the most controversial aspects of contradictions in the application of jus ad bellum and jus in bello, particularly when discussing the use of extraterritorial armed force against ANSAs, and the obligation to protect civilian objects, including the natural environment. The question is whether the targeting of energy resources should be regarded as a violation of the laws of armed conflict, even though the war with Islamic State being classified as a non-international armed conflict. Ambitious in scope, the study argues that legal theory and state practice are still problematic as to how and under what conditions states can justify resorting to military force in foreign territory, and to what extent they can target natural resources as being part of state property. Furthermore, it goes on to examine the differences between international and non-international armed conflicts, to establish whether there is any difference in the targeting of energy resources as part of the war-sustaining capabilities of either party. Through an examination of the Islamic State case, the book offers a comprehensive study to close the gaps in jus in bello by contextualising the questions of civilian protection, victimisation and state responsibility by evaluating the US's war-sustaining theory as a justification for the destruction of a territorial state's natural resources that are occupied by ANSAs.
