This book sheds light on the so-called ‘Moro Doctrine’, an Italian state security policy which has been portrayed in literature as an under-the-counter agreement made between Italy and Palestinian movement during the Cold War. The Moro Doctrine, or ‘Lodo Moro’ as it is known in Italy, aimed to protect the peninsula from Palestinian attacks by allowing terrorists to use Italian territory as a base for weapons and guerrilla fighters. Responsibility for the ‘Lodo’ was instrumentally placed on Aldo Moro, the five- time Prime Minister of Italy, after his death, and since then his name has become indelibly linked with the shame of having negotiated with Palestinian terrorists. Thanks to records collected from over twenty archives in Italy, the USA, France, Germany, Britain and Russia, concrete evidence shows that the significance of this agreement needs to be rethought. The author argues that the decision to adopt the Lodo was not solely made by Moro, but also involved key figures of the Christian Democrat and Socialist parties, various magistrates and even the President of the Republic. It illustrates how terrorism was used as an effective tool in international diplomacy to influence foreign and domestic policies. Offering a re-examination of Italian counter-terrorist policy, this book analyses how Italy responded to international terrorism during the Cold War, providing a useful read for those researching Italian and European history, Cold War studies, the history of international relations and diplomacy, and Middle-East history.

When America began to emerge as a world power at the end of the nineteenth century, Italy was a young nation, recently unified. The technological advances brought about by electricity and the combustion engine were vastly speeding up the capacity of news, ideas, and artefacts to travel internationally. Furthermore, improved literacy and social reforms had produced an Italian working class with increased time, money, and education. At the turn of the century, if Italy's ruling elite continued the tradition of viewing Paris as a model of sophistication and good taste, millions of lowly-educated Italians began to dream of America, and many bought a transatlantic ticket to migrate there. By the 1920s, Italians were encountering America through Hollywood films and, thanks to illustrated magazines, they were mesmerised by the sight of Manhattan's futuristic skyline and by news of American lifestyle. The USA offered a model of modernity which flouted national borders and spoke to all. It could be snubbed, adored, or transformed for one's personal use, but it could not be ignored. Perversely, Italy was by then in the hands of a totalitarian dictatorship, Mussolini's Fascism. What were the effects of the nationalistic policies and campaigns aimed at protecting Italians from this supposedly pernicious foreign influence? What did Mussolini think of America? Why were jazz, American literature, and comics so popular, even as the USA became Italy's political enemy? This book investigates the relationship between the ideas of nation and race among the nationalist intelligentsia of the Italian Risorgimento and argues that ideas of race played a considerable role in defining Italian national identity. Questo volume è il quinto di una serie avviata nel 1999 su iniziativa del Centro Studi Americani dedicata agli Stati Uniti e l’unità d’Italia. Il progetto ha aperto nuovi importanti prospettive su un argomento riguardante la nascita della nazione, a lungo trascurato dalla storiografia. I quattro volumi già pubblicati, coprono nell’ordine: la Repubblica Romana del 1849 (pubblicato peraltro con il contributo della Regione Lazio in occasione delle celebrazioni del 1999); la lotta per l’unità 1859-1861; la questione romana; infine i rapporti tra Stati Uniti e Italia a fine Ottocento. Grazie all’attenzione dell’editore Gangemi e alla sapiente collaborazione di Giuseppe Monsagrati, si sono potute varcare qui le porte dell’Ottocento per raggiungere la Prima Guerra Mondiale. Il progetto di ricerca originario, che guarda a un lungo Risorgimento e ai suoi riflessi transatlantici, si è così completato. I risultati raggiunti ci hanno convinti che è ora necessario avanzare nel tempo ed esplorare le dinamiche che seguono la Grande Guerra e quelle che alcuni storici definiscono le inevitabili propaggini del Risorgimento. Gli autori di questo volume affrontano le complesse interrelazioni diplomatiche, sociali ed economiche legate alle politiche di due nazioni ormai definitivamente costituite. È sembrato comunque opportuno ampliare il discorso agli aspetti culturali perché, come per il passato, artisti e intellettuali statunitensi si recano nella Penisola per apprezzarne arte e natura e intanto riflettono sui destini del Vecchio e del Nuovo Mondo. È in quegli anni d’altronde che uno di loro getta le basi per la costituzione del Centro Studi Americani. Infine, come nel precedente volume, si è dedicata parte della ricerca alla rilevante questione migratoria italiana verso le Americhe che proprio a cavaliere tra i due secoli conosceva il suo punto di massima espansione.
