Excerpt from The Japanese Agricultural Economy Japan's 1960 popu'lation of million just over one-half that of the United States is compressed into an area smaller than California. The principal problem of too many people and too little land is further aggravated by the thin, inherently infertile soils and rugged topography. In spite of these adversities, the skillful Japanese farmers produce 80 percent of the domestic food requirements. This has been made possible by the liberal use of labor and capital, the concentration of production in high calorie-yielding crops, and dependence upon the sea for much of the animal protein. The agricultural sector accounts for one - seventh of the gross national product and employs nearly one - third of the labor force. Japanese farmers, who enjoy a higher level of living than their counterparts elsewhere in Asia, depend upon nonfarm sources for nearly 40 percent of their income. Well over 90 percent of Japan's agricultural land is used to produce food crops. Fe'ed grains and forage crops for livestock and agricultural raw materials for industry occupy a minor position. Rice occupies nearly one-half of the planted area and, -on a value basis, accounts for nearly one half of total agricultural income. In contrast to Western agriculture where the technology adopted has been designed to con serve labor, the primary aim of the land - scarce Japanese agricultural technology has been to increase yields. At present about three - fifths of the farmland is double cropped. Numerous recent develop ments, Such as earlier maturing varieties, the use of plant beds, and the widespread use of poly ethylene for early-spring frost protection, are aiding in the expansion of the multiple-cropped area. More than half of the cultivated area is irrigated. The heavy pressure of population upon the land and widespread underemployment result in the liberal use of labor. In order to obtain high yields, large capital inputs, especially in the form of fertilizer, are required._ Overall agricultural production has increased an average of 6 percent annually during the past several years. Yields per acre are among the highest in the world. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from Foreign Agriculture, Vol. 24: September, 1960 As a result, many sectors of the Japanese economy have developed un der the protective umbrella of con trols. Agriculture and industry alike have been shielded from foreign com petition or have learned to live with import controls. A variety of special interests has been created. Here, as elsewhere, an elected government can not simply ignore these interests; rather it must consider how best to reconcile them with its international commitments and with the broad needs of the nation. Trade-to-live. Further, although the Japanese economy has enjoyed a decade of remarkable growth, the country's industrial life still depends on foreign sources for such key-items as wool, cotton, petroleum, iron ore, steel scrap, and coking coal. The Jap anese people know that the nation must trade to live, that an unfavor able trend in international trade will threaten jobs and the standard of liv ing, and that without export earnings the country cannot buy the raw mate rials it needs to function as a mod ern state. Any government in Tokyo must take into account this public aware ness of Japan's dependence on trade. As a result, added weight is given to the tendency to be cautious about actions that might cause imports to grow faster than export earnings. Excerpt from The Agricultural Economy of Indonesia The Japanese invasion of Indonesia m 1942 brought to an abrupt end more than 300 years of Dutch hegemony in these East Indian islands. Under Dutch rule the Netherlands East Indies had been one of the most profitably and efficiently run colonies in Asia. They are said to have contributed annually one-sixth of the Dutch national income. Because of their financial dependence on the Indies the Dutch concentrated on economic penetration of the islands and exercised comparatively little cultural influence. A paternalistic administration deliberately sought to preserve the traditional structure of Indonesian society as a barrier against the spread of nationalistic aspirations among the people. Politi cal parties, trade unions, free press, and liberal education were tolerated only to a minor degree. Individuals and organizations that openly espoused the cause of Indonesian nationalism were repressed. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. This book contains updated versions of a set of papers presented at the International Conference on Agriculture and Economic Development-A Symposium on Japan's Experience which was held in Tokyo, July, 1967. These papers make a comprehensive reappraisal of Japan's agricultural development and its relevance to economic growth over the last 100 years. They emphasize long-term studies in analyzing Japan's agricultural development, with the century following the Meiji Restoration as the historical setting. Intensive consideration is also given to the Meiji Era, 1868-1912. Part I considers the historical phases of Japan's development, and attempts to give a comprehensive exposition of Japan's long-term growth. Part II deals with productivity growth and technological progress; Part III treats agricultural population and labor force; Part IV includes papers dealing with exports of primary products, credit and financial institutions, farm-household savings, the impact of Land Reform, and food consumption patterns. This study indicates that the agricultural production of Japan from 1873 to 1922 was higher than official records indicate, and that this higher rate of Japanese production was partially responsible for the swift economic growth of Japan.
