This book is an analytical study of secularism in contemporary Turkey by tracing its historical trajectory within the context of political transformation in a country that experienced a social and cultural rupture in its formative years. Its principal focus is on the policies and practices of the current ruling party, the Justice and Development Party (JDP), which has influenced the process of change, evolution, and transformation with regard to secularism and state policies toward religion. Following its foundation in 2001, the JDP developed a unique approach to conceptualising the relationship between state and religion. In contrast to other mainstream parties and political positions both in the past and present, it offers an alternative vision and model to that of inherited Kemalist secularism, as formulated by Mustafa Kemal Ataturk (the founder of modern Turkey) and refined by his close associates in the formative period of the Republic. The project draws its findings from in-depth interviews with members of political parties, civil society activists and religious leaders. Pinar Kandemir is a senior executive in the media sector.

Three mechanisms (exit, sincere voice and self-subversion) mediated the establishment of Turkish secularism. Exit means purging opponents out of decision-making. Sincere voice is public expression of dissent against the secularist reforms. Self-subversion refers to concealment of underlying opposition to Kemalist project in the face of perceived pressures. Exit ensured the absence of the opposition leaders in the Assembly, allowing the Kemalists to intimidate the opposing deputies to self-subvert themselves, clogging sincere voice, to such a degree that all the secularising reforms were unanimously approved without a single vote of dissent in the parliament. Thus, the Kemalist secularism was established as a result of the dominance of exit and self-subversion over sincere voice. The very same interplay of these three mechanisms later led to the rise of a secular public sphere in Turkey during the early republican era (1923-1938). The article ends with discussing the social ramifications of this intense secularisation in contemporary Turkey.

This book is concerned with Turkey’s political evolution, the role of Kemalism, and why a social democratic alternative has never fully developed.
