It is a universally accepted truism that Jerusalem is a unique city. It stirs up strong emotions among adherents of various religions as it is the centre of three religions, and it is subject of conflicting national aspirations of two peoples. The diverse attitudes and wishes associated with the city are expressed, inter alia, in certain documents. This collection is meant to present to the reader the most important of these documents. This, it is hoped, will help to understand the difficulties and may assist in the search for solutions. There may be differences of opinion over historical facts and the documents may be subject to differing interpretations. Convenient access to the relevant documents is a prerequisite for any attempt to understand the problem and seek solutions. The collection includes documents concerning the status of Jerusalem from the point of view of Israel's law and administration, as well as documents from the Arab world and from the international sphere. The editors have focused on official documents and in particular on those that have had a practical influence on the status of the city, or are likely to do so in the future. The collection will assist students and scholars who seek to understand the special status of Jerusalem, as well as politicians and diplomats who are responsible for ensuring its welfare and prosperity.

First published in 1988, The Palestine Question presents the highlights of the Palestine issue in a succinct, objective, and well-documented manner. The author reveals a fundamental fact which has apparently been overlooked, namely, that the conflict is not restricted to the territories seized by Israel in 1967, that is the West bank and the Gaza Strip which represent 20% of Palestine but concerns an area five times greater, that is the whole territory of Palestine as well as the fate of more than 5 million Palestinians. The author has done what has not been done before: he offers judicious peace plan based on right and justice for the intractable Arab Israeli conflict and its root cause, the Palestine problem. This book constitutes an indispensable reference work and essential reading for all who are concerned with Middle East and world peace.

The future of Jerusalem is the most difficult issue facing negotiators, political and legal experts. In the current peace talks between Israel and its neighbours, it has been agreed to postpone discussion on Jerusalem to the latest stage of the peace process. But the Jerusalem question continues to come to the fore at every turn, always charged with intensely emotional and uncompromising statements: not only from those parties who are directly involved, but also by eminent personalities, organizations and states elsewhere. The Jerusalem Institute for Israel Studies has collected 55 proposals: 12 were written between 1916-1950 and 43 between 1967-1993. Their authors, coming from various countries, present various approaches to the three main issues at stake: sovereignty, holy places, and municipal governance. Whither Jerusalem? summarizes each of the 55 proposals, gives brief information about their authors, and analyzes the similarities and divergences between them. The official position of five states and organizations is included, as well as a lexicon of terms used by the authors of the proposals.

First published in 1981, Jerusalem provides an overview of the history of Jerusalem and its crucial linkage with the peace and stability in the Middle East. Jerusalem is unique amongst all the cities of the world because of its association with three great religions. It is the spiritual and religious heritage to one half of humanity and is holy for millions of Christians, Jews, and Muslims. All three religion have a vital interest in preserving in addition to their Holy places and sanctuaries, the living presence of the adherents to their faith in the Holy City. When the Zionist movement was formed at the end of the last century, the idea of a Jewish State was conceived as an answer to anti-semitism, and the movement initially considered other countries for settlement because Jerusalem was seen as a spiritual rather than a secular home to the Jewish people. Yet since the creation of the state of Israel in 1948, Zionism has claimed Jerusalem as its own. It is obvious that neither the Palestinians, not the Arabs, nor Islam and Christianity will acquiesce in Israeli domination. This book argues that the continuation of Zionism in its present form is likely to prove perilous to peace and stability in the region. This book is an important historical read for students and scholars of Middle East studies and Middle East history.

A comprehensive and innovative examination of US policy on the Jerusalem issue over the past half-century, this study analyzes the complex political and legal factors, both domestic and international, which have shaped executive decisions. The book provides a unique entry into the variations in policy from administration to administration, and the increasingly assertive role of Congress. Based on insights garnered from the past, the author offers useful suggestions for a reality-bound future approach to a problem which is central to resolution of the protracted Arab-Israeli dispute, and thus to security throughout the Middle East.

An in-depth examination of how Jerusalem is seen by both Palestinians and Israeli-Jews, this book is a landmark study of the potential for successfully negotiating the Jerusalem question. It sheds important light on the question "what is Jerusalem?" By showing that the current boundaries are not viewed by either side as sacrosanct, the authors prove that there is room for creative efforts to reach an agreement. Such room may help resolve what is undoubtedly the most difficult issue standing between Israelis and Palestinians.
