Why have some nations acquired nuclear weapons while others have refrained from doing so? Most research related to this question has focused on states that have built nuclear weapons, yet little attention has been devoted to countries that have chosen nuclear restraint. This book analyzes Swedish plans to acquire nuclear weapons during the Cold War. Sweden was very close to putting a bomb together in 1960s but, for a number of reasons illuminated in this book, decision makers abandoned those plans and subsequently rose to become one of the most recognized players in the international game of disarmament. Thanks to the recent declassification of essential documentation in Sweden and United States, it is now possible to assemble a comprehensive analysis of the Swedish nuclear weapons program based on primary sources. This book presents that analysis, a unique perspective owing to the fact that nuclear development is a highly secretive activity in most countries – with non-existent or limited access to state archives.

Despite the rise of ‘new’ security threats like terrorism, cyber-war and piracy, the terrible destructive power of nuclear weapons still hangs over the world. Discussion on further strategic nuclear arms reduction has tended to be dominated by the analysis of possible trade-offs between the US and Russia. But as the prospect of further cuts below ‘New START’ levels is contemplated, increasing attention needs to be paid to the possible shape of a new, multi-power approach to nuclear restraint. While restraint at low numbers goes with the grain of thinking in most nuclear states, correct sequencing will be vital. Using the New START framework, attention could initially be focused on incremental decreases in US and Russian stocks of the most dangerous weapons. Thereafter, the other nuclear powers would need to take steps to limit the size and capabilities of their own arsenals in a process of mutual reductions. If successful, the benefits would be wide ranging: successful restraint amongst existing nuclear-armed states could engender trust, as well as provide mechanisms for reducing the risks of rapid escalation in the event of limited conflict. Less is Better considers the various challenges and opportunities for ensuring restraint at low numbers in today’s complicated web of bilateral nuclear relationships and in the context of the debate on ‘Global Zero’.

Too often, our focus on the relative handful of countries with nuclear weapons keeps us from asking an important question: Why do so many more states not have such weapons? More important, what can we learn from these examples of nuclear restraint? Maria Rost Rublee argues that in addition to understanding a state's security environment, we must appreciate the social forces that influence how states conceptualize the value of nuclear weapons. Much of what Rublee says also applies to other weapons of mass destruction, as well as national security decision making in general. The nuclear nonproliferation movement has created an international social environment that exerts a variety of normative pressures on how state elites and policymakers think about nuclear weapons. Within a social psychology framework, Rublee examines decision making about nuclear weapons in five case studies: Japan, Egypt, Libya, Sweden, and Germany. In each case, Rublee considers the extent to which nuclear forbearance resulted from persuasion (genuine transformation of preferences), social conformity (the desire to maximize social benefits and/or minimize social costs, without a change in underlying preferences), or identification (the desire or habit of following the actions of an important other). The book offers bold policy prescriptions based on a sharpened knowledge of the many ways we transmit and process nonproliferation norms. The social mechanisms that encourage nonproliferation-and the regime that created them-must be preserved and strengthened, Rublee argues, for without them states that have exercised nuclear restraint may rethink their choices.

The second half of the 20th century featured a strategic competition between the United States and the Soviet Union. That competition avoided World War III in part because during the 1950s, scholars like Henry Kissinger, Thomas Schelling, Herman Kahn, and Albert Wohlstetter analyzed the fundamental nature of nuclear deterrence. Decades of arms control negotiations reinforced these early notions of stability and created a mutual understanding that allowed U.S.-Soviet competition to proceed without armed conflict. The first half of the 21st century will be dominated by the relationship between the United States and China. That relationship is likely to contain elements of both cooperation and competition. Territorial disputes such as those over Taiwan and the South China Sea will be an important feature of this competition, but both are traditional disputes, and traditional solutions suggest themselves. A more difficult set of issues relates to U.S.-Chinese competition and cooperation in three domains in which real strategic harm can be inflicted in the current era: nuclear, space, and cyber. Just as a clearer understanding of the fundamental principles of nuclear deterrence maintained adequate stability during the Cold War, a clearer understanding of the characteristics of these three domains can provide the underpinnings of strategic stability between the United States and China in the decades ahead. That is what this book is about.

The United States, Barry R. Posen argues in Restraint, has grown incapable of moderating its ambitions in international politics. Since the collapse of Soviet power, it has pursued a grand strategy that he calls "liberal hegemony," one that Posen sees as unnecessary, counterproductive, costly, and wasteful. Written for policymakers and observers alike, Restraint explains precisely why this grand strategy works poorly and then provides a carefully designed alternative grand strategy and an associated military strategy and force structure.
