The 1999 conflict in Kosovo is seen as being as significant for international affairs as the pulling down of the Berlin Wall, because of the centrality of human rights in the build-up, conduct and aftermath of the war. This volume is an attempt to explore this human rights tragedy.

The 1999 Kosovo conflict brought an unsettling close to the 20th century, representing both a critical test of post-WWII international security structures and a chapter in a human tragedy that is far from concluded. The Kosovo Conflict: A Diplomatic History through Documents, Philip and David Auerswald have compiled the definitive collection of official, unclassified documents surrounding this event. The Kosovo Conflict begins with the full text of Slobodan Milosevic's speech at Kosovo Polje in April 1987, which marked the beginning of the junior Communist official's ascension to power on the ticket of Serbian nationalism. The volume's eleven chapters then trace growing tensions in the province over the ensuing decade, as well as the concurrent increase in international concern. Particular attention is given to the immediate prelude to the conflict and the conflict itself. More specifically, the volume details the international community's efforts to defuse the escalating violence in Kosovo from 1998 through 1999, beginning with economic sanctions and continuing through the October threat of NATO airstrikes, the January Racak massacre, and the Rambouillet negotiations. The volume then follows in detail the evolution of both diplomatic and US environments during the course of the NATO air campaign, leading to the end of the campaign in June 1999. Though rich in detail, The Kosovo Conflict places events in context. Each chapter is prefaced with an essay and chronology summarizing that chapter's events. The body of each chapter comprises key agreements, speeches, communiqus, and statements of the major nation-states and international organizations involved in the Balkans.

Winner, Publishers Weekly Best Books of 2002, Non-Fiction The story of Pec—Kosovo's most destroyed city during the wars in Serbia For every survivor of a crime, there is a criminal who forces his way into the victim's thoughts long after the act has been committed. Reporters weren’t allowed into Kosovo during the war without the permission of the Yugoslavian government but Matthew McAllester went anyway. In Beyond the Mountains of the Damned he tells the story of Pec, Kosovo’s most destroyed city and the site of the earliest and worst atrocities of the war, through the lives of two men—one Serb and one Kosovar. They had known each other, and been neighbors for years before one visited tragedy on the other. With a journalist’s eye for detail McAllester asks the great question of war: What kind of men could devastate an entire city, killing whole families, and feel no sense of guilt? The answer lies in the culture of gangsterism and ethnic hatred that began with the collapse of Yugoslavia.

Yugoslavia was well positioned at the end of the cold war to make a successful transition to a market economy and westernization. Yet two years later, the country had ceased to exist, and devastating local wars were being waged to create new states. Between the fall of the Berlin Wall in November 1989 and the start of the war in Bosnia-Herzegovina in March 1992, the country moved toward disintegration at astonishing speed. In this book, Susan Woodward explains what happened to Yugoslavia and what can be learned from the response of outsiders to its crisis. Woodward's analysis is based on her first-hand experience before the country's collapse and then during the later stages of the Bosnian war as a member of the UN operation sent to monitor cease-fires and provide humanitarian assistance.

We will begin our hearing at this time, and I want to thank so many people who have been involved in helping to put together today's activities, to our ranking member, Senator Kennedy, and his staff, and to Chairman Hatch and the full Judiciary Committee staff. Today's hearing, of course, is on the Kosovo refugee crisis. I will make a few opening remarks, and then I have asked Senator Hatch, who has had a long interest and involvement in these issues, to join us today and he will make some brief remarks, as will our ranking member of the Judiciary Committee, Senator Leahy. And we are also joined, of course, by subcommittee members Senators Kennedy and Feinstein. Today, we will examine the Kosovo refugee crisis. The hearing will focus on what I consider to be a tragedy of epic proportions, a tragedy that constitutes the single largest humanitarian disaster in Europe since the end of World War II. On March 24, just 3 weeks ago, NATO launched air strikes against Serb targets in Yugoslavia. Mr. Milosevic immediately raised to a new level his brutal campaign against the inhabitants of the province of Kosovo. He directed his forces to sweep through towns and villages, and target their residents, 90 percent of whom were ethnic Albanians.

After eleven weeks of bombing in the spring of 1999, the United States and NATO ultimately won the war in Kosovo. Serbian troops were forced to withdraw, enabling an international military and political presence to take charge in the region. But was this war inevitable or was it the product of failed western diplomacy prior to the conflict? And once it became necessary to use force, did NATO adopt a sound strategy to achieve its aims of stabilizing Kosovo? In this first in-depth study of the Kosovo crisis, Ivo Daalder and Michael O'Hanlon answer these and other questions about the causes, conduct, and consequences of the war. Based on interviews with many of the key participants, they conclude that notwithstanding important diplomatic mistakes before the conflict, it would have been difficult to avoid the Kosovo war. That being the case, U.S. and NATO conduct of the war left much to be desired. For more than four weeks, the Serbs succeeded where NATO failed, forcefully changing Kosovo's ethnic balance by forcing 1.5 million Albanians from their home and more than 800,000 from the country. Had they chosen to massacre more of their victims, NATO would have been powerless to stop them. In the end, NATO won the war by increasing the scope and intensity of bombing, making serious plans for a ground invasion, and moving diplomacy into full gear in order to convince Belgrade that this was a war Serbia would never win. The Kosovo crisis is a cautionary tale for those who believe force can be used easily and in limited increments to stop genocide, mass killing, and the forceful expulsion of entire populations. Daalder and O'Hanlon conclude that the crisis holds important diplomatic and military lessons that must be learned so that others in the future might avoid the mistakes that were made in this case.

The war in Kosovo was a turning point: NATO deployed its armed forces in war for the first time, and placed the controversial doctrine of "humanitarian intervention" squarely in the world's eye. It was an armed intervention for the purpose of implementing Security Council resolutions - but without Security Council authorization. This report tries to answer a number of burning questions, such as why the international community was unable to act earlier and prevent the escalation of the conflict, as well as focusing on the capacity of the United Nations to act as global peacekeeper. The Commission recommends a new status for Kosovo, "conditional independence," with the goal of lasting peace and security for Kosovo - and for the Balkan region in general. But many of the conclusions may be beneficially applied to conflicts the world-over.

Sociology After Bosnia And Kosovo written by Keith Doubt and has been published by Rowman & Littlefield this book supported file pdf, txt, epub, kindle and other format this book has been release on 2000 with History categories.

This book provides a sociological account of the events in Bosnia in the 1990s, including ethnic cleansing, mass rape, and the role of political journalists. Drawing upon a diverse group of social theorists, including Merton, Weber, and Baudrillard, Sociology After Bosnia constructs a social understanding of the experiences of people in Bosnia and the response of Western leaders to these experiences. Beyond looking at the social causes of these events, Doubt sheds light on why Bosnia and Kosovo have largely been ignored by sociologists. He shows why the personal and social tragedies of people in Bosnia and Kosovo and the world's tolerance of these tragedies challenge contemporary sociological knowledge. Doubt argues that sociologists must be willing not only to recognize this challenge, but also to respond to it in order to construct meaningfully adequate accounts of war and genocide in a postmodern era. Doing so, he contends, may yield an important and needed reconsideration of the existing body of sociologicial knowledge and a revision of how this knowledge is applied.
