In The Kremlin Playbook 2: The Enablers, the CSIS Europe Program and the Center for the Study of Democracy explored whether some of these jurisdictions and companies could be enabling forces that amplify Russian malign economic influence in some countries in Europe. The study analyzed the following case study countries: Austria, Czech Republic, Italy, Montenegro, the Netherlands, and Romania. The report shows that some countries facilitate or enable Russian malign economic influence, and by doing so these enablers actively participate in the weakening and discrediting of their own democratic structures. The Kremlin Playbook 2 concludes that Russian malign economic influence and illicit finance operate in a financial gray zone that is a clear and present danger to U.S. national security as well as transatlantic security. To push back against this threat, the United States and its European allies must take decisive action to limit Russia’s malign behavior in their financial systems. Only transparency and enforcement of our rule of law can guarantee trust in the system and rebuild confidence in democratic institutions.

Narratives provide the storylines of conflict and in doing so become an arena of conflict themselves. When states mount information campaigns against each other, they are trying to change the narrative. The digital platforms of the new information environment have been identified by various analysts as a significant factor in contemporary strategy and crisis management. But while social media is noisier and more chaotic than traditional media, and unprecedented in its immediacy and accessibility, has it thus far been a game changer in strategic affairs? In this Adelphi book, Sir Lawrence Freedman and Heather Williams examine the impact of state-led digital information – or disinformation – campaigns in four contexts: the India–Pakistan crisis over Kashmir in 2019; the heightened tensions between the United States and Iran following the assassination of Qasem Soleimani in 2020; China’s messaging in response to the COVID-19 pandemic from 2020–22; and the Russia–Ukraine crisis from 2013–23. While noting the meaningful consequences of digital information campaigns, in each case the authors call for a sense of perspective. Such campaigns are only one aspect of wider political struggles. They are also difficult for their initiators to control, and less likely to influence foreign audiences than domestic ones. Overall, the authors argue, there is little evidence so far to suggest such campaigns will have as much influence over contemporary crises as the classical instruments of military and economic power.

This book investigates complex regressive dynamics in contemporary Western democracies. They include not only severe polarization in domestic politics, but also efforts by external autocratic powers to co-opt the increasingly digitalized political processes in the West. The discussion on democratic vulnerability and regression has rarely been historically and theoretically reflective. The aim is to fill this relative void by drawing on classical sources to inform about the political anxieties and agitations of our present time as the Western world moves towards new critical elections. The key concept of the analysis, a Thucydidean brink, refers to a critical point where the attraction felt towards an outside geopolitical competitor becomes stronger than the political affinity felt towards one’s domestic political opponent. As political polarization, societal decomposition and the collusive tendencies grow in strength, political factions and political candidates in western societies can be(come) drawn to autocratic actors. Perhaps most alarmingly, the resulting nexus between democracies and autocracies can further intensify mutual regression and form downwards-sloping spirals that are not ultimately under any strategic control. This book draws from the experiences of recent elections in major Western democracies to illustrate the widening and deepening underlying regressive tendency.
