This paper discusses two of the problems found in earlier research on the labor-market activity of married women. First, the assumption of freely varying choices within the household's utility function results in biased estimates of the wife's labor-supply elasticity. Depending on the substitute-complement relationship of the spouses' nonmarket time, pooling rationed and unrationed households can lead to a downward biased own-wage elasticity (as in the case of substitutability). With substitutability between spouses' nonmarket time, the income effect is also downward biased. Second, in the absence of rationing, pooling households with part-time working heads and full-time working heads will lead to similar biases as in the case of rationing versus nonrationing. Hence, estimating the labor-market activity of married women, spouse present, requires the researcher to account for the labor-market activity of the husband. As in Heckman's paper (1976), estimating the labor-supply and market wage equations of married women using only a working subsample leads to biased coefficients. The estimates produced here confirm his findings.

Labor supply elasticities are often used to evaluate the effect of changes in tax rates on the total hours worked in the economy. Historically, married women have tended to have larger labor supply elasticities than their spouses because they were the secondary earners in a couple. However, those elasticities have fallen sharply in recent decades-a decline that has been attributed to greater labor force participation rates and increased career orientation among married women. Indeed, a growing share of wives earn more than their husbands, raising the question whether a person's sex or relative earnings is the relevant factor affecting the sensitivity of participation to wage and tax rates. In this book, we use administrative data to examine whether women or lower-earning spouses have larger labor supply elasticities. We present descriptive evidence on the share of women who are the primary earner and the frequency of transitions into and out of employment by sex and relative earnings. We find that lower earning spouses are more likely to start and stop working than women, except when a couple starts a family. We then model an individual's work decision using a dynamic probit model to isolate the labor supply response to changes in tax rates. We estimate that the participation elasticity with respect to the net-of-tax rate of the secondary earner-the spouse who typically has lower earnings-is about 0.03, slightly higher than that for women, though both of these overall elasticities are small. Participation elasticities with respect to income for both women and secondary earners are effectively zero. Our estimates are robust to several alternative models, including alternative specifications of secondary earner.

This paper revisits the added worker effect. Using bivariate random-effects probit estimation on data from the German Socio-Economic Panel we show that women respond to their partners' unemployment with an increase in labor market participation, which also leads to an increase in their employment probability. Our analysis considers within- and between-effects separately, revealing differences in the relationships between women's labor market statuses and their partners' unemployment in the previous period (within-effect) and their partners' overall probability of being unemployed (between-effect). Furthermore, we demonstrate that partners' employment in low-paid jobs has an effect on women's labor market choices and outcomes similar to that of his unemployment.

Would countercyclical fiscal policy during recessions improve or worsen the gender employment gap? We give an answer to this question by exploring the state-dependent impact of fiscal spending shocks on employment by gender in the G-7 countries. Using the local projection method, we find that, during recessions, a positive spending shock of 1 percent of GDP would, on average, lift female employment by 1 percent, while increasing male employment by 0.6 percent. Consequently such a shock would improve the female share of employment by 0.28 percentage point during recessions. Our findings are driven by disproportionate employment changes in female-friendly industries, occupations, and part-time jobs in response to fiscal spending shocks. The analysis suggests that fiscal stimulus, particularly during recessions, could achieve the twin objectives of supporting aggregate demand and improving gender gaps.

This paper combines both micro and macro approaches to identify the drivers of (un)employment and inactivity in Luxembourg. The young, low-skilled, and non-EU migrants are found to be the most vulnerable groups in the labor market. In addition to skills mismatches, work disincentives embedded in the tax-benefit system constitute a factor explaining structural unemployment. High unemployment of young and low-skilled workers reflects substantial unemployment traps, while disincentives for second earners (respectively the generosity of the pension system) contribute to lower labor market participation of women (respectively seniors). Further reduction of structural unemployment requires better integration of vulnerable groups into the labor market and improved targeting of benefits to make work more rewarding.
