Floro Ernesto Caroleo and Francesco Pastore This book was conceived to collect selected essays presented at the session on “The Labour Market Impact of the European Union Enlargements. A New Regional Geography of Europe?” of the XXII Conference of the Italian Association of Labour Economics (AIEL). The session aimed to stimulate the debate on the continuity/ fracture of regional patterns of development and employment in old and new European Union (EU) regions. In particular, we asked whether, and how different, the causes of emergence and the evolution of regional imbalances in the new EU members of Central and Eastern Europe (CEE) are compared to those in the old EU members. Several contributions in this book suggest that a factor common to all backward regions, often neglected in the literature, is to be found in their higher than average degree of structural change or, more precisely, in the hardship they expe- ence in coping with the process of structural change typical of all advanced economies. In the new EU members of CEE, structural change is still a consequence of the continuing process of transition from central planning to a market economy, but also of what Fabrizio et al. (2009) call the “second transition”, namely that related to the run-up to and entry in the EU.

One of the most important consequences of EU enlargement in May 2004 was to extend the principle of the free movement of labour to the citizens of the central and eastern European new member states. In this book a team of labour economists and migration experts sheds light on the dimensions, characteristics and impacts of cross-border labour migration in selected sending (Hungary, Latvia and Poland) and receiving (Austria, Germany, Sweden and the UK) countries. Separate contributions detail the policy responses by governments, employers and trade unions in these countries to the challenges posed by both inward and outward migration. By setting out and analyzing the facts for seven countries, which vary greatly in their geographical situation, policies, and outcomes, the book contributes to the debate on this crucial issue in the ongoing process of European integration.

Selected by Princeton University as Noteworthy Book in Industrial Relations and Labor Economics for 2010. Are immigrants from the new EU member states a threat to the Western welfare state? Do they take jobs away from the natives? And will the source countries suffer from severe brain drain or demographic instability? In a timely and unprecedented contribution, this book integrates what is known about post-enlargement migration and its effects on EU labor markets. Based on rigorous analysis and hard data, it makes a convincing case that there is no evidence that the post-enlargement labor migrants would on aggregate displace native workers or lower their wages, or that they would be more dependent on welfare. While brain drain may be a concern in the source countries, the anticipated brain circulation between EU member states may in fact help to solve their demographic and economic problems, and improve the allocative efficiency in the EU. The lesson is clear: free migration is a solution rather than a foe for labor market woes and cash-strapped social security systems in the EU.

The process of transition to a market economy and integration into the EU has strained the labour markets of central and eastern European countries, and these developments pose a number of challenges to their social policies. This volume presents the contributions given at an international labour conference held in Austria in June 2001 to investigate these issues. It provides the latest labour trends in EU accession countries and compares them to previous experiences of European integration. It reviews existing labour market policies and social protection mechanisms, and discusses alternative strategies for employment creation in the region.

The initial enthusiasm of many EU citizens at the 'return to Europe' of former members of the Soviet bloc has turned to anxiety at the realization of the possible adverse consequences of enlargement. Potential undesirable effects of enlargement, in particular for labour markets and social conditions, can be met by appropriately designed policies which are so far not in place or planned. Rather than legitimizing such fears, politicians and policy-makers must dispel them by leading the EU and its members to adopt these measures. Enlargement also offers the EU a window of opportunity to accelerate unavoidable reforms of structural policies, agricultural policies and their financing. These are the premises of this new CEPR Policy Paper. The authors outline the key economic and social implications of the prospective accession of the Central and East European countries into the European Union and propose policy recommendations for EU enlargement.

This selection of essays widens the scope for discussion on the design of national labour market and migration policies in the enlarged European Union. They provide some new evidence on recent development on labour market outcomes, and thus, contribute to the ongoing political debate on the economic effects of the enlargement of the European Union. . . it was definitely a gain to spend time in reading this volume. Mathias Czaika, Jahrbücher für Nationalökonomie und Statistik Combining both academic and practitioner perspectives, this book provides authoritative insights into the integration of European labour markets against the background of increasing international labour mobility. A wide range of contributions explore, in particular, the effects that labour mobility has had on the earnings and employment situation of individual households, on the effective supply of labour, and on the availability of skills in migrants home and host countries as well as on the size of income support through migrants remittances. Global and European trends and patterns are discussed along with related policy challenges all with a special focus on European migration after EU enlargement and the nexus between labour markets and trade integration. This book will be an invaluable source of information for economists and other economic policy and European integration experts from central, commercial and investment banks, governments, international organizations, universities and research institutes alike.
