This book creates a new framework for the political and intellectual relations between the British Isles and America in a momentous period which witnessed the formation of modern states on both sides of the Atlantic and the extinction of an Anglican, aristocratic and monarchical order. Jonathan Clark integrates evidence from law and religion to reveal how the dynamics of early modern societies were essentially denominational. In a study of British and American discourse, he shows how rival conceptions of liberty were expressed in the conflicts created by Protestant dissent's hostility to an Anglican hegemony. The book argues that this model provides a key to collective acts of resistance to the established order throughout the period. The book's final section focuses on the defining episode for British and American history, and shows the way in which the American Revolution can be understood as a war of religion.

For some time before his death in July 2015, former colleagues and students of Paul Langford had discussed the possibility of organising a festschrift to celebrate his remarkable contribution to eighteenth-century history. It was planned for 2019 to commemorate the thirtieth anniversary of the appearance of his seminal A Polite and Commercial People, the opening volume in the New Oxford History of England series, Paul's best-known and most influential publication. He was delighted to hear of these plans and the tragic news of his death only made the contributors more determined to see the project through to completion. The importance of A Polite and Commercial People within its own time is unquestionable. Not only did it provide a powerful new vision of eighteenth-century Britain, but it also played a vital part in reviving interest in, and expanding ways of thinking about, Georgian history. As the thirteen contributors to this volume amply testify, any review of the field from the 1980s onwards cannot ignore the profound effect Paul's research had on the social and political publications in his field. This collection of essays combines reflection on the impact of Paul's work with further engagement with the central questions he posed. In particular, it serves to re-connect various recent avenues of Georgian studies, bringing together diverse themes present in Paul's scholarship, but which are often studied independently of each other. The Glorious Revolution of 1688, which pushed James II from the throne of England, was not glorious for everyone; in fact, for many, it was a great disaster. Those who had already taken an oath of allegiance to James II and “to his heirs and lawful successors” now pondered how they could take a second oath to William and Mary. Those who initially refused to swear the oaths were called Nonjurors. In 1691, Archbishop Sancroft, eight bishops, and four hundred clergy of the Church of England, as well as a substantial number of scholars at Oxford and Cambridge, were deprived, removed from their offices and their license to practice removed. The loss of this talent to the realm was incalcuable. Ten different paradigms shaped the English Nonjurors’ worldview: Passive Obedience was paramount, the Apostolic Succession essential, a Cyprianist mentality colored everything, they held a conscientious regard for oaths, the Usages Controversy brought Tradition to the fore, printing presses replaced lost pulpits, patronage was a means of protection and proliferation, they lived with a hybridized conception of time, creative women spiritual writers complemented male bishops, and a global ecumenical approach to the Orthodox East was visionary. These ten operated synergistically to create an effective tool for the Nonjurors’ survival and success in their mission. The Nonjurors’ influence, out of all proportion to their size, was due in large measure to this mentality. Their unique circumstances prompted creative thinking, and they were superb in that endeavor. These perspectives constituted the infrastructure of the Nonjurors’ world, and they help us to see the early eighteenth century not only as a time of rapid change, but also as an era of persistent older religious mentalities adapted to new circumstances.

Thomas Paine (1737-1809) was England's greatest revolutionary: no other reformer was as actively involved in events of the scale of the American and French Revolutions, and none wrote such best-selling texts with the impact of Common Sense and Rights of Man. No one else combined the roles of activist and theorist, or did so in the 'age of revolutions', fundamental as it was to the emergence of the 'modern world'. But his fame meant that he was taken up and reinterpreted for current use by successive later commentators and politicians, so that the 'historic Paine' was too often obscured by the 'usable Paine'. J. C. D. Clark explains Paine against a revised background of early- and mid-eighteenth-century England. He argues that Paine knew and learned less about events in America and France than was once thought. He de-attributes a number of publications, and passages, hitherto assumed to have been Paine's own, and detaches him from a number of causes (including anti-slavery, women's emancipation, and class action) with which he was once associated. Paine's formerly obvious association with the early origin and long-term triumph of natural rights, republicanism, and democracy needs to be rethought. As a result, Professor Clark offers a picture of radical and reforming movements as more indebted to the initiatives of large numbers of men and women in fast-evolving situations than to the writings of a few individuals who framed lasting, and eventually triumphant, political discourses.

Britain alone could not hope to defeat the might of Napoleonic France which, through enforced conscription, had become a nation in arms. But British leaders had a long history of forging alliances to counter their rivals and when revolution ravaged France in 1793 and a levée en masse raised a huge patriotic army, it was through a coalition of monarchies that French ambitions were restrained – a coalition made possible by British gold and British industry. When Napoleon seized the reins of power in France, he too introduced conscription and, once again, it was a succession of British led and funded coalitions which eventually brought Napoleon to his knees. During the years 1793 to 1815, the British Government formed and underwrote seven coalitions that cost Britain £1,657,854,518 as the national debt tripled from £290,000,000 to £860,000,00. Of that, British subsidies to around thirty allies amounted to £65,830,228, along with staggering amounts of war supplies mass produced by British factories and shipped to allies. Britain’s leading role in Europe did not end with Waterloo. Immediately following the Sixth Coalition, and amidst the Seventh Coalition, Britain constructed, with the other great powers, a security system of cooperation and consultation called the ‘Concert of Europe’ that prevented a serious war among them for two generations. Britain’s power to underwrite those coalitions came from a related series of revolutions – agrarian, mercantile, financial, technological, manufacturing, cultural, and political that developed over the proceeding century. For many reasons that happened in Britain and not elsewhere. Of them, cultural values may be most crucial. Constraints were fewer and incentives greater for enterprising Britons to invest, invent, buy, and sell in ways that enriched themselves and their nation more than elsewhere. During the eighteenth century, Britain’s leaders mastered a virtuous power cycle of victorious wars, expanding production, captured territories and markets, and more income. During a speech before Congress in December 1940, President Franklin D. Roosevelt called on Americans to be an ‘arsenal of democracy’ to aid Britain and other countries threatened by the imperialistic fascist powers. Britain played exactly the same role during the Napoleonic era. The Coalitions Against Napoleon explores how Britain developed and asserted the financial, manufacturing, and military power to achieve that goal.
