Excerpt from Modern Europe, 1789-1914 The object of this book is to describe the main lines of development pursued in European politics since the beginning of the French Revolution in 1789. To do this on a really adequate scale would require a work of immensely greater dimensions, and I have attempted no more than an introductory sketch. One result of the Great War has been that a very large number of people is seeking, for the first time, seriously to understand what are called "foreign affairs," the relations in which England stands to other States, and the causes which have helped to produce the present world-convulsion. It is a commonplace that the causes which bring states to hostility or friendship can only be understood when something is known of their respective histories, of the manner of their growth, and of the forces which have conditioned that growth. I have tried, therefore, to produce a book which will assist such students as I have described to gain a foundation of knowledge upon which they can build by further studies. The modesty of my purpose has conditioned the method pursued in writing the book. I have consistently endeavoured to show how the internal histories of the European States have affected their external relations, and how these in turn have influenced domestic development. In the latter part of the period, amidst the infinite complexity of modern life, there was slowly unfolded a mighty sequence of things, ever more ominous and dreadful, like the prologue to some ancient tragedy, or music which forebodes doom approaching, until at last a catastrophe came which threatened to engulf civilization. As this book begins at the end of an old era, so it concludes with the ending of an era which already begins to seem old. The work has been partly a labor of love, based on studies undertaken for their own sake, then elaborated in the teaching of some years. My obligations to others are numerous and very great; but not a few of the conclusions are based upon study and observation in Europe. Such students generally have an examination in view, but this is not a cram book. My hope is that it may be found suggestive and stimulating, but not satisfying. That it will serve the less well, on that account, as a text-book for examinations I do not believe, since the best examiners do all in their power to discourage "cram". But it will fail of its main purpose if it does not stimulate a desire for bigger and better books and ampler information. Any one who has been set down to write the history of a crowded period in a given number of words will judge leniently its many imperfections. Such a task involves a perpetual choice between obscurity and incompleteness. As lucidity seems to me the one essential quality in an introductory sketch I have not hesitated to prefer it to every other consideration.
