Excerpt from The Life and Works of Arthur Hall of Grantham: Member of Parliament, Courtier and First Translator of Homer Into English The appearance of this book, begun in 1912, has been delayed by the many vicissitudes it has undergone. For upwards of a year the MS. lay at the American Embassy in Berlin, and even when it had reached the author again, the upheavals of the war were not conducive to its completion. It aims at giving a thorough account of one whose literary abilities and achievements were small, but who by his manysidedness brings us into contact with various aspects of the Elizabethan age, and therefore repays study. The idea of such a study of Arthur Hall was first suggested to me by Professor O. L. Jiriczek, to whom I am greatly indebted, not only for this, but for many other kindnesses shown to me during the four years we were colleagues. From my friend Mr. L. L. Mackall I have received valuable assistance in matters bibliographical, whilst Dr. Ernest Classen has put me under an obligation by collating quotations from various rare works at the British Museum. To Mr. A. E. Prince for his help in deciphering certain of Hall's letters, when my work was in its early stages, I would also express my thanks. Miss Greta Linder and Miss B. This volume continues the publication of Professor Elton's collected papers on topics in the history of Tudor and Stuart England. All appeared between 1973 and 1981. "Finally is the fact that is most puzzling to me--the seven-year period of silence that followed Shakespeare's [Shakspere's] death in 1616. Until the First Folio was published in 1623, there seems to have been no public comment in any part of England on the passing of the greatest literary genius in the country's history. Originally published in 1958, this new impression of The Queen’s Wards from 1973 made available once more a work that remains a significant contribution to the history of society and government in Elizabethan England. The Court of Wards was a bizarre institution with roots going back to feudal mediaeval times. Revived by Henry VII, formally instituted by Henry VIII, the concept of wardship reached its zenith in Elizabethan times, when it was used as a powerful weapon in the raising of revenues and in controlling the aristocracy. The Court administered on behalf of the Crown the properties of fatherless minors (of whom there were many), bought and sold the rights to exploit these properties during the minority of the heirs, and even sold the heirs themselves into marriage (or withheld permission to marry). This control of marriage rights was clearly open to abuse, corruption and political exploitation, and as a symptom of Elizabethan times the Court provides an interesting and illuminating subject for study. The system had a special significance in government policy and played a considerable role in the politics of the age: this is attested to by the fact that for nearly half a century the history of the Court of Wards is dominated by William Cecil (Lord Burghley) and his son Robert. Many other prominent courtiers and politicians were involved, and figure in this book.
