Why do American political reform efforts so often fail to solve the problems they intend to fix? In this book, Bruce E. Cain argues that the reasons are an unrealistic civic ideal of a fully informed and engaged citizenry and a neglect of basic pluralist principles about political intermediaries. This book traces the tension between populist and pluralist approaches as it plays out in many seemingly distinct reform topics, such as voting administration, campaign finance, excessive partisanship, redistricting, and transparency and voter participation. It explains why political primaries have promoted partisan polarization, why voting rates are declining even as election opportunities increase, and why direct democracy is not really a grassroots tool. Cain offers a reform agenda that attempts to reconcile pluralist ideals with the realities of collective-action problems and resource disparities.

Investigating the theoretical and empirical relationships between transparency and trust in the context of surveillance, this volume argues that neither transparency nor trust provides a simple and self-evident path for mitigating the negative political and social consequences of state surveillance practices. Dominant in both the scholarly literature and public debate is the conviction that transparency can promote better-informed decisions, provide greater oversight, and restore trust damaged by the secrecy of surveillance. The contributions to this volume challenge this conventional wisdom by considering how relations of trust and policies of transparency are modulated by underlying power asymmetries, sociohistorical legacies, economic structures, and institutional constraints. They study trust and transparency as embedded in specific sociopolitical contexts to show how, under certain conditions, transparency can become a tool of social control that erodes trust, while mistrust—rather than trust—can sometimes offer the most promising approach to safeguarding rights and freedom in an age of surveillance. The first book addressing the interrelationship of trust, transparency, and surveillance practices, this volume will be of interest to scholars and students of surveillance studies as well as appeal to an interdisciplinary audience given the contributions from political science, sociology, philosophy, law, and civil society. Governments in recent decades have employed public disclosure strategies to reduce risks, improve public and private goods and services, and reduce injustice. In the United States, these targeted transparency policies include financial securities disclosures, nutritional labels, school report cards, automobile rollover rankings, and sexual offender registries. They constitute a light-handed approach to governance that empowers citizens. However, as Full Disclosure shows these policies are frequently ineffective or counterproductive. Based on a comparative analysis of eighteen major policies, the authors suggest that transparency policies often produce information that is incomplete, incomprehensible, or irrelevant to the consumers, investors, workers, and community residents who could benefit from them. Sometimes transparency fails because those who are threatened by it form political coalitions to limit or distort information. To be successful, transparency policies must place the needs of ordinary citizens at centre stage and produce information that informs their everyday choices.
