In a 2001 poll, Turks ranked the United States highest when asked: "Which country is Turkey's best friend in international relations?" When the pollsters reversed the question—"Which country is Turkey's number one enemy in international relations?"—the United States came in second. How did Turkey's citizens come to hold such opposing views simultaneously? In The Limits of Westernization, Perin E. Gürel explains this unique split and its echoes in contemporary U.S.-Turkey relations. Using Turkish and English sources, Gürel maps the reaction of Turks to the rise of the United States as a world-ordering power in the twentieth century. As Turkey transitioned from an empire to a nation-state, the country's ruling elite projected "westernization" as a necessary and desirable force but also feared its cultural damage. Turkish stock figures and figures of speech represented America both as a good model for selective westernization and as a dangerous source of degeneration. At the same time, U.S. policy makers imagined Turkey from within their own civilization templates, first as the main figure of Oriental barbarism (i.e., "the terrible Turk"), then, during the Cold War, as good pupils of modernization theory. As the Cold War transitioned to the War on Terror, Turks rebelled against the new U.S.-made trope of the "moderate Muslim." Local artifacts of westernization—folk culture crossed with American cultural exports—and alternate projections of modernity became tinder for both Turkish anti-Americanism and resistance to state-led modernization projects. The Limits of Westernization analyzes the complex local uses of "the West" to explain how the United States could become both the best and the worst in the Turkish political imagination. Gürel traces how ideas about westernization and America have influenced national history writing and policy making, as well as everyday affects and identities. Foregrounding shifting tropes about and from Turkey—a regional power that continues to dominate American visions for the "modernization" of the Middle East—Gürel also illuminates the transnational development of powerful political tropes, from "the Terrible Turk" to "the Islamic Terrorist."

This study explains how Salisbury viewed cultural conflicts between the East and the West, how he treated Oriental nationality and nationalist aspirations in British dominions in the East, and how he directed British policy in the Eastern world in a time when the Western Powers were plunging into a struggle for spheres of predominance. In pursuit of British imperial interests, Salisbury was outwardly determined, but acutely aware of the inherent moral conflicts. He understood that the expansion of Europe was inevitable, but, taking into account the rights and feelings of the Eastern nations, he endeavoured to reduce his country’s impact on the peoples subjected to British control. Hence his preference for the generally peaceful invasion effected by informal empire. Following an introductory discussion on Salisbury’s ideas and policy, particularly in the light of his treatment of nationality, this research investigates his record in India, Turkey, Egypt, and China to argue for a strikingly sympathetic attitude in his dealings with Eastern nationalities. While it is a truism to say that British imperialism was coloured by Christian beliefs and liberal principles, it has not yet been appreciated how far Salisbury succeeded in reconciling the moral and practical demands of Western civilization upon itself with the requirements of power.

This book is a political and cultural history of the early postwar Japan aiming at exploring how the perception and cultural values of everyday life in the country changed along with the rise of the kasutori culture. Such a process was closely tied with both a refusal of the samurai culture and the interwar debate on modernity, and it resulted in a decadent way of life, exemplified by intellectuals such as Sakaguchi Ango. It depicts a short-lived radical cultural and social alternative, one that forced people to rethink their relationship to the kokutai, modernity, social roles, daily practices, and the production of knowledge. The subjectivity and daily practices in those years were more important in shaping the cultural identities of the Japanese than the new public ideology of the nation. This challenges some Euro-American historical notions that the new private sphere has emerged in Japan as an effect of the country’s Americanization, rather than from within it. This work not only looks at the immediate aftermath of WWII from the perspective of Japan, but also tries to rethink Westernization in the light of its global appropriation. This volume is addressed to specialists of Japanese or Asian history, but it will also attract historians of the United States and readers from political and intellectual history, cultural studies, and historiography in general.
