This novel and original book examines and disaggregates, theoretically and empirically, operations of power in international security regimes. These regimes, varying in degree from regulatory to prohibitory, are understood as sets of normative discourses, political structures and dependencies (anarchies, hierarchies, and heterarchies), and agencies through which power operates within a given security issue area with a regulatory effect. In International Relations, regime analysis has been dominated by several generations of regime theory/theorization. As this book makes clear, not only has the IR Regime Theory been of limited utility for security domain due to its heavy focus on economic and environmental regimes, but it, too, heuristically suffered from its rigid pegging to general IR Theory. It is not surprising then that the evolution of IR Regime Theory has largely been mirroring the evolution of IR Theory in general: from the neo-realist/neo-liberal institutionalist convergence regime theory; through cognitivism; to constructivist regime theory. The commitment of this book is to remedy this situation by bringing together robust power analysis and international security regimes. It provides the reader with a theoretically and empirically uncompromising and comprehensive analysis of the selected international security regimes, which goes beyond one or another school of IR Regime Theory. In doing so, it completely abandons existing, and piecemeal, analysis of regimes within the intellectual field of IR based on conventional grand/mid-range theorization.

This book examines the military characteristics and potential of Artificial Intelligence (AI) in the new global revolution in military affairs. This volume argues that contemporary political and security revisionism should not be considered a homogenous attack against the international order but rather a bag of tailor-made strategies to exploit opportunities found in various, highly localised contexts. Scholars with backgrounds in Security Studies, Area Studies, International Relations and Political Theory are brought to examine revisionist tendencies in Central Eastern Europe, Post-Soviet Space, China and the Transatlantic Space. In doing so, they try to remedy the existing disciplinary separatism, or ‘policing’, which has obfuscated any theorisation of the connections between international and domestic politics for many decades. Part of the analytical focus is on novel phenomena, especially the utilization of cyberspace and new social media and technological innovation. One of the conclusions of this volume is that the rise in contemporary revisionism shows the oft-forgotten importance of the first image of international politics: political leaders, in other words, do indeed matter. The fact that they matter is only reinforced when they represent regional or even great powers, and especially revisionist regimes and states with the propensity to produce complex effects. The world is changing. The era of globalization – where the states have been eager to cooperate towards common aims – might seem to be disappearing. Russia expresses a contempt for international law, China makes claim to power, while the United States, at least temporarily, shows disregard to international institutions they themselves created (in particular, the WTO and the WHO). The growing phenomenon of nationalistic and authoritarian leaders may seem to hamper the development of community interests. Some states may be more inclined to resort to reciprocal behaviour as certain events indicate (e.g., the exchange of prisoners-of-war in the Russia-Ukraine conflict and an exchange of economic sanctions – tit-for-tat or tat-for-tat). The field of international law appears to be returning to first principles in the light of multiple world crises. Thus, reciprocity – as a classic concept of international law – may “come back from the shadows,” be reinvented and reinforced to form one of the basic pillars in the relations among states. Given the above, the purpose of the book is to rediscover and identify the position and role of reciprocity in contemporary international law.
