Originally published in 1987, The Logic of Nuclear Terror presented a much-needed critical review of the premises, concepts, and policy prescriptions of deterrence theories and doctrines at the time. In particular, authors address: the historical validity, theoretical vitality, and policy-relevance of nuclear deterrence theories and doctrines; the ways in which technological and political change have affected the original concepts of nuclear war and deterrence strategies, and the ways in which such changes have affected policy and doctrine; and realistic alternative ways of thinking about strategy in the changing context of new military technologies and international politics. The outstanding group of international contributors to this volume include both proponents and critics of current doctrine. The result is an unusually well-balanced and unique contribution to our understanding of nuclear deterrence theory and practice. As such, it will be of interest to students, policymakers, and teachers of international relations, defense and foreign policy, US-Soviet relations, and arms control and disarmament.

"A look at the political, economic and psychological levels of the nuclear crisis. There are, says Koval, two kinds of nuclear states. There is the nuclear state apparatus whose ruling principle is domination through science; and there is the nuclear "state of being" which includes the psychology of living under the nuclear gun. The nuclear crisis is not a matter technically adjusting the nature and number of warheads, but the agony and paranoia of an entire civilization"--Back cover.

Many policymakers and scholars contend that nuclear weapons remain inaccessible to terrorists, and that nuclear means are inconsistent with or disproportionate to their goals. Nevertheless, the historical pattern of nuclear proliferation suggests a trend toward nonstate actor acquisition, a notion supported by recent developments in the black market. Additional evidence suggests that some specific groups have expressed an interest in nuclear weapons. This thesis proposes that there is a terrorist demand for nuclear weapons. Further, its findings suggest that the possibility of terrorist acquisition has grown; and that these nonstate adversaries will enjoy significant advantage over states during nuclear crisis. Terrorists, like states, pursue political objectives and have similar concerns regarding power and security. Lacking state resources, terrorists employ instrumental targeting in pursuit of those objectives, while remaining relatively invulnerable to retaliation. This dynamic will encourage terrorists to acquire and exploit nuclear potential, thereby overturning traditional theories of deterrence. Wishful thinking about nuclear terrorism has discouraged thoughtful analysis of this dilemma. The prospect is sufficiently dire, that a preventive campaign must be launched to stop terrorist acquisition of nuclear capabilities. Policymakers must also prepare for the possible failure of preventive efforts, and search for options that may mitigate nuclear terrorism.

Critical Masses And Critical Choices written by Kerry G. Herron and has been published by University of Pittsburgh Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2006-08-06 with Political Science categories.

Critical Masses and Critical Choices examines American attitudes on issues of national and international security. Based on over 13,000 in-depth interviews conducted over a ten-year period, Kerry Herron and Hank Jenkins-Smith have created a unique and rich set of data providing insights into public opinion on nuclear deterrence, terrorism, and other security issues from the end of the Cold War to the present day. Their goal is to shed light not only on changes in public opinion about a range of security-related policy issues, but also to gauge the depth of the public’s actual understanding of these matters. Prior to this study, the predominant view held that the American people were incapable of articulate and consistent thought on complex political subjects. This book overturns that notion and demonstrates the sometimes surprisingly cogent positions held by ordinary members of the public on intricate national issues. The book’s solid data, based on long-term studies, combined with crisp writing and often startling conclusions, will appeal to a wide range of readers: scholars, journalists, and policy makers. Critical Masses and Critical Choices is the definitive account of the change in public perceptions on security threats and reactive strategies from the early 1990s to the post 9/11 period. This broad and highly original study will prove an indispensable tool for policy makers and scholars alike.

Ever since the first atomic bomb dropped on Hiroshima, the prospect of nuclear annihilation has haunted the modern world. But as John Mueller reveals in this eye-opening, compellingly argued, and very reassuring book, our obsession with nuclear weapons is unsupported by history, scientific fact, or logic.Examining the entire atomic era, Mueller boldly contends that nuclear weapons have had little impact on history. Although they have inspired overwrought policies and distorted spending priorities, for the most part they have proved to be militarily useless, and a key reason so few countries have taken them up is that they are a spectacular waste of money and scientific talent. Equally important, Atomic Obsession reveals why anxieties about terrorists obtaining nuclear weapons are essentially baseless: a host of practical and organizational difficulties make their likelihood of success almost vanishingly small.Mueller, one of America's most distinguished yet provocative international relations scholars, goes even further, maintaining that our efforts to prevent the spread of nuclear weapons have produced more suffering and violence than the bombs themselves, and that proliferation of the weapons, while not necessarily desirable, is unlikely to be a major danger or to accelerate."The book will certainly make you think. Added bonus: It's immensely fun to read."--Stephen M. Walt, ForeignPolicy.com"Meticulously researched and punctuated with a dry wit. Mueller deserves praise for having the guts to shout that the atomic emperor has no clothes."--Arms Control Today"Mueller performs an important service in puncturing some of the inflated rhetoric about nuclear weapons.... An unusual and fruitful perspective on nuclear history."--Science Magazine
