Can international legitimacy operate even in a deformed balance of power, and when there is only one dominant state? Conventionally, hegemony has been perceived as a threat to international society. But how then is international order to be maintained, if this still requires a managerial role on the part of the great powers? IR theory has not taken that problem sufficiently seriously. This study makes a sharp distinction between primacy, denoting merely a form of material power, and hegemony, understood as a legitimate practice, and as giving rise to a form of social power. Adopting an English School approach, the author suggests hegemony be considered as one potential institution of international society, and hence as one possible mechanism of international order. The book reviews some relevant historical cases (the Concert of Europe, Pax Britannica and Pax Americana) and argues that, instead of one model of hegemony, these represent several different variants: importantly, each displays its own distinctive legitimacy dynamics. Once these are appreciated, they can help us identify the possible institutional forms of hegemony in contemporary international society. This is done through three cases, examining in turn US policy on the UN Security Council, in East Asia, and on climate change. The overall argument challenges the limited post-Cold War debate about primacy, and the equally simplistic projections about the future distribution of power to which it gives rise. In doing so, it offers a major re-thinking of the concept of hegemony in international relations.

Many policymakers, journalists, and scholars insist that U.S. hegemony is essential for warding off global chaos. Good-Bye Hegemony! argues that hegemony is a fiction propagated to support a large defense establishment, justify American claims to world leadership, and buttress the self-esteem of voters. It is also contrary to American interests and the global order. Simon Reich and Richard Ned Lebow argue that hegemony should instead find expression in agenda setting, economic custodianship, and the sponsorship of global initiatives. Today, these functions are diffused through the system, with European countries, China, and lesser powers making important contributions. In contrast, the United States has often been a source of political and economic instability. Rejecting the focus on power common to American realists and liberals, the authors offer a novel analysis of influence. In the process, they differentiate influence from power and power from material resources. Their analysis shows why the United States, the greatest power the world has ever seen, is increasingly incapable of translating its power into influence. The relationship between established powers and emerging powers is one of the most important topics in world politics. Nevertheless, few studies have investigated how the leading state in the international system responds to rising powers in peripheral regions—actors that are not yet and might never become great powers but that are still increasing their strength, extending their influence, and trying to reorder their corner of the world. In the Hegemon’s Shadow fills this gap. Evan Braden Montgomery draws on different strands of realist theory to develop a novel framework that explains why leading states have accommodated some rising regional powers but opposed others. Montgomery examines the interaction between two factors: the type of local order that a leading state prefers and the type of local power shift that appears to be taking place. The first captures a leading state’s main interest in a peripheral region and serves as the baseline for its evaluation of any changes in the status quo. Would the leading state like to see a balance of power rather than a preponderance of power, does it favor primacy over parity instead, or is it impartial between these alternatives? The second indicates how a local power shift is likely to unfold. In particular, which regional order is an emerging power trying to create and does a leading state expect it to succeed? Montgomery tests his arguments by analyzing Great Britain’s efforts to manage the rise of Egypt, the Confederacy, and Japan during the nineteenth century and the United States’ efforts to manage the emergence of India and Iraq during the twentieth century.

Three trends have dominated the political economy of integration during the last two decades: globalization, economic nationalism, and regionalization. This book explores comparative regional integration, focusing on both intra­ regional integration and relations among regions in the context of power. The most common focus of integration studies has been on the logic of cooperation, but there is another logic of integration: power. The relevance of power today is represented by the relations within the Eurozone, especially between creditors and debtors.
