Excerpt from The Making of the Balkan States Within the past hundred years Turkey has lost some what more than two-thirds of her European territory and population. Much the larger part of this loss has gone to make up the four constitutional monarchies that are com mouly called the Balkan States. This study aims to give a brief account of the peoples in these four groups so long under Ottoman rule, and to trace somewhat in detail the movements that have led to their independence. Parts of this field already covered by special treatises have been passed over here quite briefly. The works giving the fuller treatment have usually been cited. Only incidental references are made in this sketch to the other three groups (in Greece, Bessarabia and Bosnia Herzegovina) that have also been completely separated, more or less in the same connection, from Turkey. The chief effort here has been to show the actual working Of the forces that have finally added Roumania, Bulgaria, Servia and Montenegro to the family of European nations. Excerpt from The Inner History of the Balkan War Nothing can exceed the beauty of the rocky ravine through which the northern road winds as it approaches Tirnova. Here and there the slopes are exquisitely green, dotted with forest trees and fragrant hawthorn in other places tall perpendicular crags obtain the mastery, and frown down upon the traveller to the right and left, while feet the foaming waters of the Jantra dash swiftly along, half hidden by the luxuriant foliage, as they carry the melted snows of the Balkans to the broad bosom of the Danube. A sudden turn of the road brings him to the entrance of the town, and it is not without a pang of disgust that he finds himself in a dirty, ill-paved, malodorous street, the closely built houses of which shut out all View of the lovely valley through which the river winds as it almost encircles the ancient city of kings and priests. The town lies on a rocky peninsula, and it is necessary to descend to the banks of the river, or, if possible, to scale the dizzy heights on the Opposite side, in order to appreciate the extreme beauty of its Situation. The houses cluster on the precipice like sea-birds on some ocean crag, the red-tiled roofs rising one above the other in picturesque confusion, here and there relieved with trees and tiny vineyards, which seem literally to hang over the rapid torrent beneath. On the other side of the river one of those serrated ridges of rock so commonly found in this part of Bulgaria, rises in the form of an amphitheatre, almost completely surrounding the town, and crowning a verdant slope which, on the western Side, is clothed with a forest of lofty trees. Widely separated, engaged on other duties, and pressed for time, we have had no opportunity for interchange of views. Each must be held responsible, therefore, for his own section alone. If there be any discrepancies in our writings (it is not unlikely in so disputed a field of history) we can only regret an unfortunate result of the circum stances. Owing to rapid change in the relations Of our country to the several Balkan peoples, the tone of a section written earlier may differ from that Of another written later. It may be well to state that the sections on Serbia and Bulgaria were finished before the decisive Balkan develop ments of the past two months. Those on Greece and Rumania represent only a little later stage of the evolution. That on Turkey, compiled between one mission abroad and another, was the latest to be finished. If our sympathies are not all the same, nor given equally to friends and foes, none of us would find it possible to indite a Hymn of Hate about any Balkan people. Every one of these peoples, on whatever side he be fighting to-day, has a past worthy of more than our respect and interwoven in some intimate way with our history. That any one of them is arrayed against us to-day is not to be laid entirely or chiefly at its own door. They are all fine peoples who have not obtained their proper places in the sun. The best of the Osmanli nation, the Anatolian peasantry, has yet to make its physical and moral qualities felt under civilized conditions. As for the rest - the Serbs and the Bulgars, who have enjoyed brief moments of barbaric glory in their past.
