This book provides a comprehensive reassessment of the development of the economy of Pakistan since independence to the present. It employs a rigorous statistical methodology, which has applicability to other developing economies, to define and measure episodes of growth and stagnation, and to examine how the state has contributed to each. Contesting the orthodox view that liberalisation has been an important driver of growth in Pakistan, the book places the state at the centre of economic development, rather than the market. It examines the state in relation to its economic roles in mobilising resources and promoting a productive allocation of those resources, and its political roles in managing the conflict inherent in economic development. The big conclusions for economic growth in Pakistan are that liberalisation, the market and the external world economy in fact have less influence than that of the state and conflict. Overall, the book offers analyses of the different successive approaches to promoting economic growth and development in Pakistan, relates these to medium-term economic outcomes - periods of growth and stagnation - and thereby explains how the mechanisms by which the state can better promote growth and development.

This paper describes developments in the balance of payments of Pakistan during 1972-86, focusing particularly on the factors that gave rise to external payments problems and the macroeconomics policies that were adopted by the authorities. While performance on the growth and inflation fronts compares favorably with other developing countries, the balance of payments remained persistently weak. A combination of favorable external shocks, such as the large increase in workers’ remittances and sizable foreign aid inflows, allowed the economy some breathing room, but ultimately did not reduce the need for comprehensive fiscal and trade reforms to ensure medium-term viability of the balance of payments.

The link between trade liberalisation and poverty has arguably been one of the most debated topics in development policy debate. Existing studies on the subject have primarily used multi-country cross-sectional data, and there is a growing concern about the limitations of this approach in providing a sound empirical basis for informing the policy debate. In order to examine the connection between trade liberalisation and poverty, this book provides case studies of trade policy reforms and poverty reduction outcomes of seven countries in South Asia - Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka. The South Asia region allows for an excellent comparative study given the widespread emphasis on liberalisation reforms in the region over the past two decades, as well as highlighting significant inter-country differences in terms of the timing and comprehensiveness of reforms, and the heavy concentration of world poverty in the region.
