In 2005, journalists faced enormous challenges while covering hurricanes Katrina and Rita along America's Gulf Coast. They struggled to find ways to communicate, move from one place to another, and find reputable information. They witnessed complete chaos, observed human suffering, and were outraged with delayed or ineffective rescue mechanisms. Not only did journalists face these normal problems of crises, since many themselves were among the victims, they were forced to do their jobs under circumstances that seemed impossible. The contributors to Covering Disaster study personal and professional coping mechanisms and lessons that may be learned from media disaster coverage. During Katrina and Rita, journalists responded largely by redefining traditional ideals of fairness, balance, and objectivity and by adopting an emotionally driven and somewhat more subjective reporting style. In this way, they rediscovered and emphasized journalistic purposes and techniques that have long been the hallmarks of greatness. Their work during those months of destruction and pain was applauded by their readers and viewers because it was useful, critical of officials who were not doing their jobs, sought support for those who were suffering, and took a position of public leadership. Along the Gulf Coast, history is often referenced as pre-Katrina or post-Katrina. However, the natural disaster that appalled the world in 2005 has been joined by another catastrophe, this one man-made—the greatest environmental and maritime accident of all time, the Deepwater Horizon Oil Spill. In Oil and Water, the authors show how Katrina journalists have reluctantly had to transform into oil spill journalists. The authors look at this process from the viewpoints not only of the journalists, but also of the public and of the scientific community. Second Line Rescue: Improvised Responses to Katrina and Rita chronicles the brave and creative acts through which Gulf Coast people rescued their neighbors during the chaotic aftermath of Hurricanes Katrina and Rita. Ordinary citizens joined in with whatever resources they had. Unlike many of the official responders, vernacular rescuers found ways around paralysis produced by a breakdown in communications and infrastructure. They were able to dispel unfounded fears produced by erroneous or questionable reporting. The essays, personal narratives, media reports, and field studies presented here all have to do with effective and often ingenious answers that emerged from the people themselves. Their solutions are remarkably different from the hamstrung government response, and their perspectives are a tonic to sensationalized media coverage. The first part of the collection deals with Gulf Coast rescuers from outside stricken communities: those who, safe in their own homes and neighborhoods, marshaled their resources to help their fellow citizens. It includes some analysis and scholarly approaches, but it also includes direct responses and firsthand field reports. The second part features the words of hurricane survivors displaced from New Orleans and other Gulf Coast communities to Houston, Texas. In many cases, the “victims” themselves were the first responders, rescuing family, friends, and strangers. All of the stories, whether from the “outside” or “inside” responders, reveal a shared history of close-knit community bonds and survival skills sharpened by hard times. This book is about what went right in the aftermath of Katrina and Rita—in spite of all that went so wrong.

The events of Hurricane Katrina have been seared into our collective consciousness, revealing a glaring discrepancy between the experiences of privileged whites and those of low-income blacks. The latter faced a scale of physical danger and mental trauma that the former largely escaped. The government’s response to Hurricane Katrina, one of the most devastating natural disasters in U.S. history, suffered numerous criticisms. Nearly every assessment pointed to failure, from evaluations of President George W. Bush, FEMA, and the Department of Homeland Security to the state of Louisiana and the city administration of New Orleans. In Managing Hurricane Katrina: Lessons from a Megacrisis, Arjen Boin, Christer Brown, and James A. Richardson deliver a more nuanced examination of the storm’s aftermath than the ones anchored in public memory, and identify aspects of management that offer more positive examples of leadership than bureaucratic and media reports indicated. Katrina may be the most extensively studied disaster to date, but the authors argue that many academic conclusions are inaccurate or contradictory when examined in concert.
