This book examines how Lampedusa, Italy’s southernmost island, has become a transnational symbol representing migration to Europe from the Global South. It analyses how three very different associations have used the name “Lampedusa” as a means of restoring a sense of subjectivity or agency to migrants themselves. Jacopo Colombini argues that the work of the Archivio delle Memorie Migranti (Rome), the self-organised refugee group Lampedusa in Hamburg, and the Lampedusa-based Collettivo Askavusa offers an alternative to the stereotypical, often racially connoted, public discussion of migrant presence in Italy and Europe. He also demonstrates, however, that the marginalisation of migrant and refugee voices in the public discourse is also partially and unavoidably reproduced in the cultural projects that wish to restore their agency.

Fast population growth in the city of Vienna is largely related to international migration. Long-standing migrant communities represent half of Vienna's population. In 2016, 50% of the inhabitants had migrant backgrounds, and since 2015, the number of refugees and asylum seekers in the city has increased. Since 1971, the city has developed dedicated administrative structures and local policies for migrants. A dedicated municipal unit (MA17) oversees how departments achieve migration-sensitive standards in their respective policy fields and produces the yearly Vienna Integration and Diversity monitoring report. A good practice is "Start Wien", a comprehensive coaching and information programme addressing newcomers (including asylum seekers) for the first two years after arrival. After that, foreign residents benefit from non-targeted measures, for instance from a programme fighting labour market exclusion of low-skilled groups. Vienna has avoided high segregation due to its large and well spread social housing. However migrants can only access it after five years of residency in the city, before which they rely on private rental market. Vienna establishes close contacts with migrant associations and NGOs at the district level and engages public consultations when formulating integration concepts. This report sheds light on how the municipality and non-state partners work together with the other levels of government for sustainable migrant and refugee integration.

Berlin has long been a diverse, multicultural city and today about 1 million - or 30% - of its inhabitants have a migration background, meaning that they - or at least one of their parents - were born without German nationality. Berlin's authorities perceive diversity as generally accepted in Berlin's society. This case study takes a close look at the city's migrant integration programmes and services, examining how all levels of government participate in these programmes, as well as the growing role played by third-sector agencies. It considers how Berlin's administration reacted to the sharp rise in asylum applications in 2015-16, rapidly updating existing integration measures as well as developing emergency ones. The integration of these newcomers needs to be monitored in order to demonstrate policy impact and to help establish whether such policies can be expanded to help other migrant groups that still experience wide socio-economic gaps compared to native population.
